Housing Manager

Illumination Health + Home (IH+H) is a growing non‑profit organization dedicated toward disrupting the cycle of homelessness by providing targeted, interdisciplinary services in our recuperative care centers, emergency shelters, housing services, and children’s and family programs. IH+H currently has 13+ facilities with 22+ micro‑communities scattered across Orange County, Los Angeles County and the Inland Empire. Role The Manager of Community Support Services Housing Services will be responsible for overseeing the daily operations of the Housing Services program in the LA/OC or IE region. This role involves managing key program personnel, including Lead Housing Navigators, Lead Housing Case Managers, Housing Navigators, Housing Case Managers, Housing Retention Specialists and Program Coordinators. The manager will ensure the quality of their work in terms of programmatic and contractual compliance as well as client‑centered and ethical considerations. Responsibilities also include maintaining staff productivity, representing the program in community relations, administering corrective actions when standards are not met, and assisting the Associate Director of CSS Housing Services with various administrative tasks such as documentation audits, contractor engagements, reporting metrics, staff training, monitoring benchmarks, and contributing to workflow and policy development. The schedule for this role is Monday – Friday, 8:00 AM to 4:30 PM. The salary is $70,304. Responsibilities Supervision of CSS Housing services staff, overseeing both qualitative and quantitative aspects of staff functions, ensuring timely delivery in accord with contractual tenets and Illumination Foundation guiding principles. Monitor outbound program referrals and ensure members are linked appropriately to meet their needs. Oversee the integrity of staff documentation, applying Illumination Foundation documentation standards when warranted. Maintain relationships among CSS Housing Services staff, health networks, and other housing providers and clients in the community. Ensure staff employ ethical, client‑centered approaches when engaging members. Ensure staff attendance at communal engagements where client‑care details and strategies are discussed. Intervene in cases that fail to uphold client‑care standards. Address client issues, grievances, or concerns per health plan requirements. Empower community members in decision‑making, ensuring initiatives are inclusive, resilient, and community‑driven. Provide ethical and inclusive leadership, fostering trust and engagement within diverse communities. Build trust and credibility in sustainable community engagements. Communicate strategies vital for connecting with and mobilizing community members. Engage in weekly 1:1 collaborative efforts with CSS Housing Services staff and the Associate Director. Collaborate with client‑care team members from other programs to co‑create and optimize service delivery. Collaboration with administrative staff of contracting agencies to serve as point of contact for field‑based or client‑facing inquiries. Collaborate with various departments regarding program‑related initiatives. Collaborate with leadership to develop strategic initiatives addressing housing instability trends in Los Angeles, Orange County, and/or the Inland Empire. Work with the Associate Director to ensure documentation quality and quantity meet internal and contractor standards, involving bi‑monthly chart audits. Work with the Manager to identify accurate data and reporting figures for contractor compliance. Report capacity figures and advise the Associate Director on resource availability. Enforce, implement, and monitor KPIs, recommending structural and departmental changes as needed. Attend all monthly meetings with contractors and internal meetings; disseminate information to staff. Oversee employee timesheets, ensuring compliance and accuracy. Draft and administer corrective actions for staff lacking established expectations. Document and track corrective actions and counseling forms, ensuring compliance with HR policies. Implement and execute an onboarding process for new personnel, ensuring operational readiness within the first 30/60/90 days. Oversee training and advancement of personnel, administering new curricula as necessary. Create a Standard Operating Procedure (SOP). Develop a standardized reporting template for efficient submission of monthly program updates. Contribute to the long‑term success of the program. Qualifications Comprehensive understanding of the Cal AIM CSS Housing Services, including contractual obligations, day‑to‑day functionality, staff‑client relations, reporting requirements, and resources. Critical thinking and adaptability. Proficiency in IF’s Electric Health Records (EHR) system and knowledge of CSS Housing Services documentation requirements. Affability, communicative, and social aptitude in client, staff, and community relationships. Ability to multi‑task and remain composed in chaotic or inflamed situations. Independent problem‑solving and crisis response. Transparent, top‑down and bottom‑up communication. Compliance with HIPAA and other confidentiality tenets. Delegation skills and relationship building with staff. Flexibility and deadline management. Passionate commitment to serving target member populations. Preferred Experience / Minimum Qualifications Bachelor’s Degree. Comprehensive knowledge of the Cal AIM CSS Housing Services. Willingness to learn and adapt. Flexibility, openness, conscientiousness, and a positive attitude. Marked social aptitude and ability to work in social environments. Excellent communication skills across varying styles. Bilingual in English and Spanish. (Preferred) Proficiency in Outlook (Mail, SharePoint, Excel, Teams, Calendar). Valid California Driver’s License.
