Description
This technical and professional planning position plays a key role in guiding the County's growth and development through comprehensive planning, research, and policy analysis. This position will conduct research, analyze complex planning issues, prepare reports and recommendations, and contribute to projects that influence long-term community development. This position requires specialized knowledge in one or more of the following areas: comprehensive planning, growth management, land development regulations, and environmental planning.

- Performs background research, interviews, and surveys in specific or general planning project areas.
- Prepares complex reports, charts, graphs, and maps which clearly and concisely express the ideas and recommendations being made.
- Reviews and analyzes complex regulatory ordinances. Makes recommendations for future actions and assists in updating regulations.
- Assists with the evaluation of adequate public facilities to meet current demands and projected needs.
- Reviews and analyzes Federal and State regulations related to environmental issues, land use planning and growth management. Makes action recommendations as needed.
- Provides information to public and/or other agencies regarding comprehensive plan or land use issues
- Assists with updates to the Comprehensive Plan and the development of community or neighborhood plans.
- Writes and presents formal technical reports and working papers.
- Conducts review of various development applications including subdivisions, permits, site plans, rezoning requests and special exceptions.
- Regular attendance, evening and weekend meetings may be required.
- Develops strategies to promote economic and community development consistent with community goals.
- Identifies community problems, issues and opportunities that could be mitigated through better planning.
- Other duties as assigned.

Typical Qualifications
Minimum Requirements
- Bachelor's degree in urban or regional planning, or another closely related field from an accredited university or college.
- Four (4) years of experience in planning.
- Must possess and maintain a valid Florida Driver's License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
- Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-200.b: ICS for Single Resources & Initial Action Incidents
- IS-700.b: An Introduction to the National Incident Management System
- Knowledge of the principles and practices of planning.
- Knowledge of computer hardware and software programs, including GIS, transportation modeling and other software.
- Knowledge of methods and techniques on report preparation, in narrative and graphic form.
- Knowledge of local, state, and federal regulations related to growth management.
- Knowledge of basic statistical methods and procedures used in planning.
- Ability to present/communicate ideas and findings clearly and concisely in writing, oral or graphic form.
- Ability to perform complex studies, complete research, analyze data and formulate recommendations.
- Ability to maintain good working relationships with officials, other agencies, the general public and other employees. Must possess good communication and interpersonal skills.
- Ability to make presentations and speak before groups.
- Ability to work on several projects or issues simultaneously.
