MITIGATION MANAGER

Regional Restoration Operations Department Buildout Mitigation Growth Leadership

Implement4 is a recruitment agency working with our client to fill an urgent need.

Implement4 is conducting a confidential search on behalf of a strong regional restoration contractor with a long-standing reputation in restoration and reconstruction. This company has historically been construction-heavy and is now making a major strategic investment in growing its mitigation division.

This is a key leadership role for someone who can build the department, strengthen the culture, improve systems, and lead a growing team through the next stage of operational maturity.

The mitigation division historically produced approximately $1M in annual revenue and is now pacing toward approximately $5M, with continued growth expected. The company has strong lead volume, experienced field talent, established regional presence, and a leadership team committed to building mitigation the right way.

The right candidate will be a builder, operator, and cultural leader who can transform the department while protecting the legacy of what has already been built.

POSITION OVERVIEW

The Mitigation Manager will lead and scale the mitigation division across a growing regional restoration business. This person will oversee revenue, profitability, technicians, estimators, documentation, on-call response, training, accountability, and operational performance.

This role is not simply about managing jobs. It is about building a full-scale mitigation department from limited existing systems into a disciplined, accountable, high-performing operation.

The company currently has a team of approximately 12 experienced mitigation technicians. The right leader will respect the knowledge and tenure already in place while creating the structure, standards, communication, and accountability needed to support significant growth.

This position will support a broad regional service area, with candidates ideally located within approximately one hour of Huntingdon Valley, PA. Relocation assistance may be considered for the right candidate.

Fix Documentation Lapses

The department needs stronger consistency around job documentation. This includes photos, moisture readings, drying logs, scope notes, equipment tracking, customer communication, job file quality, and compliance with internal review standards.

This leader will be expected to implement documentation feedback, improve field habits, and ensure technicians and estimators understand what complete, professional documentation looks like.

Build an Equitable On-Call Process

The Mitigation Manager will create a fair, clear, and accountable on-call structure. This includes answering phones, dispatching, technician response, after-hours expectations, and making sure the burden of emergency response is distributed appropriately across the team.

Build a Technician Ladder

The department needs a clear growth path for mitigation technicians. This leader will help define roles, responsibilities, expectations, training requirements, onboarding standards, and advancement opportunities.

The goal is to create a department where technicians understand how to grow, what performance looks like, and how they can build a long-term career within the company.

Set the Standard and Hold the Standard

This role requires a leader who can create accountability without damaging morale. The Mitigation Manager must be able to define expectations, communicate clearly, follow through consistently, and hold people accountable to the standard.

ROLE RESPONSIBILITIES

The Mitigation Manager will be responsible for leading the mitigation division's operational, financial, and cultural performance.

Key responsibilities include:
  • Manage mitigation division revenue and profitability.
  • Lead mitigation crews, crew chiefs, technicians, and estimators.
  • Improve labor efficiency, crew productivity, and job execution.
  • Maintain and improve gross profit margins.
  • Maintain and improve lead conversion rates.
  • Assist with large loss estimating, planning, and mitigation strategy.
  • Train, coach, and develop mitigation technicians.
  • Build technician career paths, training programs, onboarding standards, and role clarity.
  • Ensure excellent customer experience from initial response through job completion.
  • Implement processes, SOPs, and field operating standards.
  • Improve job documentation, including moisture mapping, photos, notes, drying records, and job file completeness.
  • Build and manage a fair on-call rotation covering phone response, dispatching, and technician response.
  • Monitor equipment usage, job progress, labor utilization, and drying performance.
  • Improve communication between mitigation, reconstruction, estimating, administration, and leadership.
  • Report mitigation KPIs to leadership on a consistent basis.
  • Create accountability around response time, documentation quality, job profitability, customer satisfaction, and team performance.
  • Support the continued growth of the mitigation division as lead volume increases.

The ideal candidate is a proven mitigation leader with strong field credibility, operational discipline, and the ability to build systems in a growing restoration business.

  • Production Manager
  • Operations Manager
  • Mitigation Director
  • General Manager with strong mitigation experience
The best candidate will have experience leading mitigation technicians, improving documentation, managing production, protecting profitability, and building accountability across a field team.

This person should not need a perfect playbook handed to them. They should be comfortable walking into a department with strong people, incomplete systems, growing lead volume, and significant opportunity - then building the structure needed to scale.

REQUIRED EXPERIENCE

Qualified candidates should bring:
  • Strong mitigation or emergency services experience within the restoration industry.
  • Experience managing mitigation crews, technicians, crew chiefs, and/or estimators.
  • Ability to manage revenue, profitability, labor efficiency, and gross margin.
  • Strong understanding of water mitigation workflows, drying principles, equipment usage, and job documentation.
  • Experience improving documentation standards and field compliance.
  • Ability to manage multiple active jobs across a broad regional service area.
  • Experience building or improving SOPs, processes, and operating standards.
  • Strong leadership presence with the ability to hold people accountable.
  • Ability to train, develop, and advance technicians.
  • Strong customer service mindset.
  • Ability to communicate effectively with field teams, office staff, estimators, reconstruction teams, and executive leadership.
  • Comfortable working in a growing department where structure is still being built.
PREFERRED EXPERIENCE

The following are preferred but not required:
  • IICRC certifications, especially WRT and ASD.
  • Experience with Xactimate and restoration documentation platforms.
  • Experience assisting with large loss mitigation estimating or strategy.
  • Prior responsibility for mitigation KPIs, revenue targets, gross margin, or departmental reporting.
  • Experience building technician ladders, training programs, or onboarding systems.
  • Experience managing on-call rotations and emergency response teams.
  • Experience leading change inside an established restoration business.

LOCATION

Candidates should ideally be located within approximately one hour of Huntingdon Valley, PA.

This role supports a broad regional territory and requires regular field and office presence. The service area includes multiple markets and requires a leader who can manage teams across a geographically diverse footprint.

COMPENSATION & BENEFITS

The compensation package includes:
  • $100,000 base salary
  • $25,000-$40,000 bonus opportunity
