Wildlife Refuge Manager.

Duties As a Wildlife Refuge Manager your duties will include but are not limited to the following: Overseeing and administering the biological program at assigned Refuge/Wetland Management Districts (WMD), administering land and aquatic conservation activities, habitat development, clean-up, contaminant and restoration projects, research programs, population studies, wildlife inventory, and monitoring activities to include species lifecycle requirements and management. Overseeing and ensuring the administration of general operations associated with Fire Management (application, prevention and suppression) and Law Enforcement programs. Formulating, developing and implementing long‑range plans, strategies, and Refuge/WMD policy associated with all operations, fiscal requirements, personnel and property management, etc. Providing land, wetland, and/or water management technical advice and expertise to regional, state, national and international officials. Requirements Must be a U.S. Citizen or National. Merit promotion applicants must meet time‑in‑grade requirement as defined in 5 CFR 300, Subpart F. Suitability for employment, as determined by background investigation. Driver’s License: The position requires the incumbent to operate a government (or private) motor vehicle as part of their official duties. Selectee must hold and maintain a valid state driver’s license throughout their employment. Uniform: Official U.S. Fish and Wildlife Service uniform is required. A condition of employment for accepting this position is a 1‑year probationary period or a 2‑year trial period during which the fitness and suitability for continued employment are evaluated. Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period will be required to serve a one‑year supervisory/managerial probationary period for this position. Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement, and the incumbent must complete either OGE Form 278e or OGE Form 450 within 30 days of appointment. Qualifications Basic Requirement Degree: zoology, wildlife management, or an appropriate field of biology that includes at least nine (9) semester hours in zoology; six (6) semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and three (3) semester hours in botany, and three (3) semester hours in conservation biology. Combination of education and experience: courses equivalent to a major in one of the fields above that included at least nine (9) semester hours in zoology; six (6) semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and three (3) semester hours in botany, and three (3) semester hours in conservation biology. Minimum Qualification [GS‑13] One year of specialized experience comparable in scope and responsibility to grade GS‑12 in the Federal service. Experience may include 1) overseeing wildlife biology, habitat management, land management, or natural resource conservation programs; 2) directing natural resource, refuge, park, conservation, or public land management operations; 3) supervising staff conducting habitat conservation, maintenance, law enforcement or public use programs; and 4) coordinating with Federal, State, Tribal, local, or private stakeholders to achieve natural resources management, land conservation, environmental stewardship, or public use objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. All qualifying experience, including volunteer experience, will be credited. Time In Grade Requirement Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically: Area of Consideration. Time‑in‑grade (TIG) requirements as specified in 5 CFR 300, Subpart F. Time after competitive appointment as specified in 5 CFR 330.502. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions. Education Proof of education: All applicants who use education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if a portion of a particular course can be credited toward meeting an educational requirement, applicants must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if selected, the original official transcripts must be produced. PASS/FAIL COURSES: If more than 10 percent of undergraduate coursework (credit hours) was taken on a pass/fail basis, claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered the number of credit hours your graduate school has determined to represent one academic year of full‑time study. Such study may have been performed on a full‑time or part‑time basis. If the graduate school does not provide a definition, 18 semester hours (or 27 quarter hours) are considered sufficient for one year of full‑time graduate study. FOREIGN EDUCATION: If using education completed in foreign colleges or universities to meet qualification requirements, applicants must show the credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and have been deemed equivalent to that gained in an accredited U.S. education program; or full credit must be given for the courses at a U.S. accredited college or university. Additional Information Entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302‑3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302‑1.1 and 302‑2.6. All moving expenses are taxable. Telework This position is suitable for telework only in an emergency or natural disaster.
