INSPECTOR GENERAL
The Sheriff’s Department Oversight Board (the “Board”) is seeking a highly qualified individual to become the Inspector General (IG) of the Office of Sheriff’s Inspector General (the Department). The IG will operate independently of the Sheriff’s Office and will be responsible for establishing the operations of the Department, conducting investigations of complaints, and overseeing compliance with internal policies and procedures, ensuring alignment with research-based best practices and relevant laws, particularly those related to constitutional policing and custodial practices.ABOUT THE DEPARTMENT
The Office of Sheriff’s Inspector General was established by Charter Amendment 4.137. Under policy direction from the Board, the IG carries out the mandate of the Department, which includes investigating complaints against Sheriff’s Office employees and contractors, recommending disciplinary action, investigating deaths in custody, conducting audits of services to incarcerated individuals, and providing quarterly reports to the Board.THE POSITION
The IG will lead a new Office of Inspector General, setting up all aspects of the Department, including hiring and training staff, developing and administering the budget, establishing procedures and policies for investigations and audits, and setting the operational philosophy. Community outreach and engagement are essential; the IG will partner with the Board and other agencies, use Sheriff’s Office data to identify patterns, make data‑driven recommendations, maintain confidentiality, and have access to facilities.DUTIES AND RESPONSIBILITIES
Receive, review, and investigate complaints against Sheriff’s Office employees or contractors; refer criminal misconduct allegations to the District Attorney and ethics violations to the Ethics Commission. Investigate deaths of individuals in custody and refer evidence of criminal misconduct to the District Attorney; continue investigation unless it would interfere with a District Attorney criminal investigation. Recommend disciplinary action to the Sheriff where investigations determine violations of law or policy, provide notice and records to the employee, and maintain records as permitted. Develop and recommend a use‑of‑force policy and a comprehensive internal review process for all use‑of‑force and critical incidents. Prepare and submit a quarterly report to the Sheriff and Board, including complaint statistics, trend analysis, outcomes, disciplinary recommendations, and policy recommendations. Monitor Sheriff’s Office operations, including services to incarcerated individuals through audits and investigations, ensuring compliance with laws and policies.MINIMUM QUALIFICATIONS
Cannot have been previously employed by a police or sheriff department or by a labor organization representing employees of such a department. Bachelor’s degree from an accredited college or university. Five years of management experience in public administration, law enforcement oversight, performance or compliance auditing, public policy development, civil or human rights, criminal justice policy, investigations, or a related field, including supervisory experience. Applicants may substitute up to two years of the required education with additional qualifying experience.DESIRABLE QUALIFICATIONS
Major coursework in criminal justice, law, public administration or a related field. Juris Doctor (JD) from an accredited institution and/or a Master’s Degree with major coursework as listed above. Experience with law enforcement oversight. Experience developing and managing investigative policies and procedures. Strong organizational and management skills, including the ability to direct and supervise staff, exercise administrative ingenuity, independent analysis, adaptability, and judgment on complex investigations. Experience establishing new agencies or organizations. Conducting, supervising, or managing civil, criminal, or personnel investigations. Developing and/or applying investigative policies, procedures and methods. Oversight or policy analysis involving jails or prisons. Media and political savvy. Understanding of legislation related to law enforcement oversight, operations, and regulations. Experience working with employee organizations and unions, especially law enforcement unions. Knowledge of the Public Safety Officers Procedural Bill of Rights (POBR). Commitment to celebrating diversity and contributing to an inclusive working and learning environment. Able to recognize and consider trauma‑informed perspectives.COMPENSATION PACKAGE
Salary Range: $169,858 – $216,710 annually (extended range dependent on experience and qualifications).
