About The Role The City of Phoenix is seeking an Infrastructure Services Manager (ISM) within the Technology Services Division (TSD) of the Water Services Department (WSD). Reporting to the Assistant Chief Information Officer, this role is responsible for the operational leadership of enterprise infrastructure services supporting a large, diverse computing environment. The ISM oversees infrastructure platforms including servers, storage, virtualization, directory services, endpoint management, patching and vulnerability management, backup and recovery, automation, and infrastructure technology deployments. This position includes responsibility for operational planning, financial and resource management, technology lifecycle oversight, and alignment of infrastructure capabilities with organizational and business needs. This position requires prior experience managing technical staff in an enterprise environment and sustained involvement in infrastructure operations. The ISM is accountable for developing staff, setting direction, and ensuring consistent service delivery, and is expected to engage directly when complex technical issues arise by reviewing troubleshooting approaches, assessing root cause, and guiding resolution efforts. The role also involves regular interaction with business stakeholders to understand operational needs and desired outcomes, applying technology in a manner that supports those objectives in a practical and sustainable way. Candidates should demonstrate sound judgement, breadth of experience, and the ability to lead both people and technology in a structured public-sector environment. Relevant experience will be evaluated throughout the recruitment process. What You Will Do Provide operational leadership for enterprise infrastructure services, ensuring stable, secure, and reliable day-to-day operations aligned with business needs. Lead and manage technical staff, including workforce planning, coaching, performance management, and guidance during complex technical issues and escalations. Develop, implement, and enforce IT policies, standards, and procedures that support security, risk management, and consistent service delivery. Monitor infrastructure performance and service health using metrics, reporting, and dashboards to assess effectiveness and drive continuous improvement. Partner with business and technical stakeholders to understand operational requirements and translate them into practical, sustainable infrastructure solutions. This position is fully onsite, as regular in-person engagement with staff and stakeholders is required.

IDEAL CANDIDATE

Knowledge of enterprise infrastructure technologies, including identity and access management, security principles, and remote access solutions. Knowledge of enterprise security models, including RBAC, Active Directory, group policy, identity management, and remote access technologies (MFA, VPN, secure endpoint configuration). Ability to assess technical issues, guide troubleshooting efforts, and serve as an escalation point when complex problems arise. Ability to engage effectively with both technical teams and business partners.

SALARY

Pay Range: $104,728.00 to $154,731.20 annually. Hiring Range: $104,728.00 to $147,368 annually. Pay Range Explanation Pay range is the entire compensation range for the position classification. Bachelor's degree in computer science, computer information technology, a related technology field. Preferred Qualifications The minimum qualifications listed above, plus: Two years of experience in/with: Financial management experience, including budgeting and optimization of IT infrastructure expenses. As an Information Technology Systems Specialist involving database management and on-line telecommunications, with a clear record of hands-on infrastructure experience resolving complex technical issues. This includes direct involvement in solution planning, resource coordination, stakeholder communication, and measurable delivery of systems that improved efficiency, reliability, or service performance. A technical manager role in a large enterprise environment (1,000+ users), serving as an escalation point for senior technical staff or leading a technical team of at least 10 professionals while supporting operational needs. Four years of experience in/with: Hands-on managing enterprise systems with role-based access controls (RBAC) and security models, including configuring and maintaining remote access technologies (VPN, VDI, zero-trust) in large-scale environments. Implementing and managing IT security strategies in enterprise infrastructure environments, including firewall configuration, server security, patching, and compliance with frameworks (NIST, CIS, ISO 27001). Leading technical teams to deliver infrastructure or operational technology solutions aligned with organizational and business outcomes, including planning, resource coordination, stakeholder communication, and measurable delivery. Hands-on implementing and managing IT security strategies within enterprise infrastructure environments. This includes direct responsibility for activities such as configuring and maintaining firewalls, securing cloud or on-premise servers, leading vulnerability remediation and patching efforts, implementing identity and access management controls, and guiding compliance with security frameworks (e.g., NIST, CIS, or ISO 27001). Managing enterprise systems with role-based access controls (RBAC) and security models, including responsibility for configuring and maintaining remote access technologies (e.g., VPN, VDI, or zero-trust solutions) in large-scale environments supporting 1,000+ users. Leading and executing large-scale IT infrastructure projects, including planning, deployment, and performance tuning of servers, storage, virtualization, network architecture, and cloud services, using tools such as SolarWinds or vCenter. Administering desktops, laptops, and mobile devices (1,000+ endpoints), including access configuration, device security, software deployment, troubleshooting, and patch management using tools like SCCM or Tanium. Implementing IT security practices, hardening systems, and using tools such as CrowdStrike or Titanium for assessment and mitigation. Systems monitoring and management tools, including Orion SolarWinds, Tanium, SharePoint, and Microsoft SCOM. A large enterprise (1,000+ users) with deep understanding of enterprise security models, including role-based access control (RBAC), Active Directory permission management, group policy inheritance, and identity management across platforms such as Azure AD. Includes hands-on experience implementing and supporting remote access technologies like multi-factor authentication (MFA), SSL/IPsec VPNs, and secure configuration of remote endpoints. Experience in/with: Aligning infrastructure capabilities with organizational objectives, balancing operational needs, security, cost, and long-term sustainability Managing technical staff in an enterprise infrastructure, with continued involvement in infrastructure operations and support.
