Senior Manager, Data Engineering & Data Governance (Contract-to-Hire)
Location: Denton, TX (Onsite: 5 days/week during contract, potential 3 days/week after)

Join a dynamic university team as Senior Manager, Data Engineering & Data Governance, where you'll lead a high-impact data team and drive both technical excellence and enterprise-wide data governance. Responsibilities

- Lead and mentor a team of data engineers, integration developers, DBAs, and analysts, ensuring technical growth and high performance.
- Architect, build, and optimize scalable data pipelines, models, and warehouses (ODS, EDW, Data Lake) to support analytics and reporting.
- Oversee development and tuning of databases using PL/SQL and T-SQL on Oracle and SQL Server.
- Direct ETL/ELT processes using SSIS, Oracle Integration Cloud (OIC), SnapLogic, or similar tools.
- Establish and enforce data architecture standards and best practices for quality, lineage, and metadata management.
- Serve as Data Management Officer, leading the university's data governance program and ensuring compliance with Texas DIR and state/federal mandates.
- Develop and chair data governance committees, coordinate data stewards, and drive data quality and stewardship initiatives.
- Collaborate with functional teams (SIS, LMS, ERP, CRM) to enable seamless data integration and support regulatory and reporting needs.
- Manage project priorities, resource allocation, budget, and vendor relationships.
- Prepare and present dashboards, reports, and recommendations to executive leadership.

Required Skills and Experience

- Bachelor's degree in Computer Science, Data Science, Information Systems, or related field.
- 10+ years of progressive experience in data engineering and governance.
- Proven supervisory/management experience with technical teams.
- Hands-on expertise in enterprise data platforms (Oracle, SQL Server, Snowflake, Microsoft, Amazon).
- Strong background in ETL/integration tools (SSIS, ADF, OIC, SnapLogic).
- Proficiency in PL/SQL and/or T-SQL.
- Experience supporting BI/reporting solutions.
- In-depth knowledge of data warehousing architecture and data governance frameworks.
- Excellent communication, project management, and cross-functional collaboration abilities.

Preferred Skills

- Experience in a Texas public university or higher education environment.
- Familiarity with Texas DIR, Texas Data Management Framework, and TAC 202.
- Knowledge of higher education platforms (Ellucian Banner, PeopleSoft, Workday, Salesforce, Canvas).
- Certifications: DAMA CDMP, Microsoft Certified: Azure Data Engineer, Oracle certifications.
- Experience with cloud data platforms (Azure, AWS, Snowflake).
- Knowledge of compliance frameworks (FERPA, HIPAA, state public information law).
