Sr. Human Resources Business Partner

Marion County is recruiting for a Human Resources Business Partner Senior to join our team. This position will provide technical expertise regarding labor contracts personnel rules policies and procedures to various county departments! GENERAL STATEMENT OF DUTIES

Provide advanced consultation and technical services to county departments in the area of human resources (HR) regarding complex issues; provide technical expertise to department heads managers supervisors employees and other agencies.

SUPERVISION RECEIVED
Works under the general supervision of the Chief Human Resources Officer (CHRO) who assigns work reviews performance and measures results; expected to exercise a high level of independence combined with professional judgment related to established policy procedures and guidelines.

SUPERVISION EXERCISED
Supervision of others is not a responsibility of positions in this classification; however may exercise lead direction over designated human resources functions or positions. May be assigned managerial responsibilities on a temporary basis.

Typical Duties - Duties include but are not limited to the following

  • Participates as a lead business partner within the Human Resources Department. Is assigned at least one of the big three primary largest and complex departments in the county.
  • Provides employee relations consultation guidance and support in following up on complex policy and contract interpretation questions providing recommendations as needed and following up on HR process oversight questions/concerns (recruitments HR processing performance evaluations ADA protected leave compensation and classifications discipline due process grievances etc.)
  • Researches complex HR questions participating in CORE team and other teams as needed.
  • Researches and prepares analysis on legislation regulations and law changes and impact on HR systems and practice.
  • Provides assistance to departments with progressive discipline due process and/or layoff procedures as assigned.
  • Conducts investigations inquiries and assessments of employment related issues as needed.
  • Analyzes data prepares reports presents information to groups.
  • Prepares investigative reports; and makes effective recommendations for action.
  • Participates in collective bargaining negotiations grievances arbitrations as assigned as an HR advisor.
  • Serves on task forces committees and interview panels as needed.
  • Participates in and facilitates leadership and other trainings as assigned.
  • Provides back up coverage to other business partners in their absence.
  • Provides support to specialists as needed.
  • Assists with special projects as needed.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Bachelors degree with major course work in human resources business or public administration organizational behavior or development or directly related field; AND
  2. Four years of increasingly responsible specialized complex human resources professional level experience related to the position; OR
  3. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.
Preference Points will be awarded to candidates with the following:
  • HRCI certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR)
  • SHRM-CP/SHRM-SCP certification through the Society for Human Resources Management
  • Experience in a public sector environment
NECESSARY SPECIAL REQUIREMENTS
  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: pass a criminal history background investigation; however conviction of a crime may not necessarily disqualify an individual for this classification.
  • This is a salaried position which is not eligible for overtime.
  • This position is not represented by a union.
  • Typical work week: Monday - Friday 8:00 a.m. - 5:00 p.m. varying hours in a workweek according to department and customer needs. Schedule flexibility depending upon the needs of the department especially during contract negotiations.

KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of principles and practices of human resources including recruitment selection classification compensation; federal state and local laws and ordinances including but not limited to Family Medical Leave Act Equal Employment Law ADA and other employment law and guidelines; methods and techniques of statistical research and analysis; investigative and fact-finding practices; human resources information systems (HRIS); and principles and techniques of supervision.


Skills and abilities to collect compile and analyze complex information; analyze and resolve problems; prepare clear and concise reports; communicate effectively both orally and in writing; use tact and good judgment; incorporate team participation in decision making; establish and maintain cooperative working relationships with department heads employees job applicants union officials and the general public; facilitate group process; provide consultation/advisement in resolving issues; and develop interpret implement personnel laws policies and procedures as approved by the director.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your student loan eligibility should be directed to your loan servicer or the US Department of Education.

VISA SPONSORSHIP
Marion County does not offer VISA sponsorship. Within three days of hireyou will be required to complete the US Department of Homeland Securitys I-9 form confirming authorization to work in the United States. Marion County is an E-Verify employer and will use E-Verify to confirm that hires are authorized to work in the United States.

VETERANS PREFERENCE

Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.

  • In addition to one of the above documents Disabled Veterans must also submit one of the following:
    • A copy of their Veterans disability preference letter from the Department of Veterans Affairs; OR
    • Certification that medical separation from active duty under honorable conditions will take place not later than 120 days after the submission of the certificate.
