The Site Safety & Health Officer (SSHO) serves as the primary safety authority for facility maintenance, construction, utilities, and base operations support activities under a Department of Defense (DoD) contract at NSA Annapolis, Maryland, including the United States Naval Academy. The SSHO’s primary duty and responsibility is to prepare, implement, administer, and enforce the Contractor’s safety program and Government-accepted Accident Prevention Plan (APP) in accordance with EM 385-1-1, OSHA regulations, and all applicable federal, state, and local safety requirements. The SSHO shall ensure compliance with the requirements of EM 385-1-1 Section 1 and 29 CFR 1926.16 and shall function as the on-site OSHA Competent Person responsible for monitoring safety compliance, conducting audits and inspections, providing technical guidance, and implementing corrective actions to maintain a safe and compliant work environment. The SSHO or an equally qualified designated representative/alternate shall be on-site at all times when work is being performed to implement and administer the Contractor's safety program and the Government-accepted Accident Prevention Plan. The SSHO shall provide leadership and oversight for all safety-related activities, including employee training, accident prevention, hazard analysis, safety investigations, and regulatory compliance initiatives while continuously evaluating contract activities to identify opportunities for operational and safety improvements. Responsibilities Prepare, implement, administer, and enforce the Contractor’s safety program, Government-accepted Accident Prevention Plan (APP), and critical lift plans as required. Ensure compliance with EM 385-1-1, 29 CFR 1910, 29 CFR 1926, and all applicable federal, state, local, and contract safety regulations and requirements. Serve as the primary on-site safety authority and OSHA Competent Person for all contract operations. Provide technical guidance and safety compliance directions to managers, supervisors, subcontractors, and employees. Develop and implement site-specific safety policies, procedures, and programs to maintain regulatory compliance and safe work practices. Conduct on-site safety inspections, audits, hazard assessments, and program reviews to identify unsafe conditions and ensure corrective actions are implemented. Ensure a Competent Person is provided for all hazards identified in the Contractor’s Safety and Health Program in accordance with the accepted Accident Prevention Plan. Coordinate submission of Competent Person credentials to the Contracting Officer for review and acceptance in consultation with the Safety Office. Develop and deliver safety training programs for project personnel, including OSHA, hazard communication, emergency response, and task-specific safety training. Maintain safety training records and ensure competency requirements are current and compliant with contract standards. Develop and implement accident investigation, incident reporting, and recurrence prevention programs. This includes conducting accident investigations for injuries and illnesses, accidents requiring medical treatment, property damage accidents resulting in at least $20,000 in damages, and near misses as defined in EM 385-1-1; complete the applicable NAVFAC Contractor Incident Reporting System (CIRS) documentation and submit electronically via the NAVFAC Enterprise Safety Applications Management System (ESAMS). Prepare and submit the Citations and Violations Corrective Action Report. Interface with regulatory agencies, Government representatives, corporate HSE personnel, and project leadership regarding safety compliance and program administration. Ensure all policies, procedures, and operations remain compliant with site-specific safety plans and contract requirements. Chair safety meetings, lead employee safety initiatives, and promote a proactive safety culture throughout contract operations. Monitor workplace conditions and recommend improvements to safety procedures, training programs, equipment, and operational practices. Maintain a thorough understanding of contract requirements and ensure timely compliance with all safety deliverables and reporting requirements. Coordinate and monitor Worker’s Compensation and applicable DOT compliance programs, as required. Anticipate future trends and requirements related to safety compliance, training, and protective equipment needs. Qualifications Must be able to obtain and maintain a favorably adjudicated National Agency Check Investigation (NACI). Minimum High school diploma required. Must meet all SSHO qualification requirements of the USACE Safety and Health Requirements Manual (EM 385-1-1), including training, experience, and certification, and ensure prime and subcontractor safety responsibilities The SSHO shall have completed five (5) years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity, or three (3) years of experience if possessing a Certified Safety Professional (CSP) certification or safety and health degree. SSHO shall possess experience working on Base Operations Support (BOS) services projects (or equivalent) of similar size, scope, and complexity meaning at a contract value of $10 million or greater per year, encompassing facility investment/facility management and at least one utilities discipline (electrical, natural gas, wastewater, steam, water, or chiller plant) plus additional base support functions. The SSHO shall have completed the OSHA 30-hour Construction Safety Course or equivalent. The SSHO shall maintain competency through 24 hours of formal safety and health-related coursework every four (4) years. Competent Person training, as required for applicable hazards and operations, is required. Strong knowledge of OSHA regulations, EM 385-1-1 requirements, accident prevention principles, hazard analysis, and safety management practices, plus working knowledge of NAVFAC P-307 (weight handling), ESAMS, and CIRS. Demonstrated leadership, communication, organizational, and problem-solving skills. Preferred Qualifications Bachelor’s degree in Occupational Safety, Industrial Hygiene, or related technical field preferred. Certified Safety Professional (CSP) certification preferred.
