The full salary range for this position is $97,200 to $182,000/year. Brief Summary of Job Duties:
Under the general direction of the Travel, Disbursements, and Tax Manager, the UCSB Tax Compliance Analyst has major campus responsibilities for tax compliance and performs complex financial analysis and reporting. Provides tax leadership to the campus in areas of taxation in order to improve compliance and minimize the university's overall tax liability in a manner consistent with the organizational objectives. Prepare tax returns and related reports necessary for external and internal compliance requirements; provide tax advisory services to departmental personnel and visiting Researchers/Speakers in a variety of tax areas, including but not limited to; Unrelated Business Income, International, Tax Treaties, Employment, Independent Contractors, Non-Resident Aliens, Sales and Use, eWaste, and Property Tax. Lead Administrator for UCSB Glacier tax compliance software system. Assist with implementation of new tax software systems and interfaces. #LI-KA1
Required Qualifications:
- Bachelor's degree in related area and / or equivalent experience / training or
- Advanced degree in related area and / or equivalent experience / training
- 4-6 years Progressively responsible professional experience in tax compliance, accounting, finance, or a related field, preferably within a large, complex organization such as a university, governmental entity, or similarly regulated environment.
- 4-6 years Demonstrated experience preparing and reviewing tax returns and compliance reports in accordance with federal, state, and local tax regulations.
- 4-6 years Working knowledge of multiple tax areas, which may include employment taxes, independent contractors, sales and use tax, property tax, and unrelated business income.
- 4-6 years Experience performing financial analysis and reporting, including interpreting tax laws and regulations and applying them to institutional or operational activities.
- 4-6 years Experience working with international tax issues, including nonresident alien taxation, tax treaties, and payments to foreign individuals or entities, is highly desirable.

4-6 years Proven ability to provide tax guidance and advisory support to non-financial stakeholders, including departmental personnel and other campus constituents.
Preferred Qualifications:
1-3 years Experience serving as a functional lead or system administrator for tax-related software systems (e.g., Glacier or similar tax compliance platforms), including system implementation, configuration, testing, and ongoing support.

- 60% Tax Compliance - Serves as Lead Administrator for the UCSB Glacier system, including monitoring account activity, following up with campus departments regarding delinquent records, and distributing Glacier Daily Reports to campus administrators for employees, non-employee visiting scholars, and their dependents. Responsible for preparation, review, and submission of UCSB IRS Forms 1042-S and related end-of-year international tax reporting. Reports and maintains accurate tax status for nonresident students, employees, and outside service providers. Prepares and maintains records of University tax returns, forms, refund claims, reports, and miscellaneous filings required by regulatory agencies, ensuring timely and accurate reporting and remittance to all appropriate tax authorities. Serves as Designated School Official (DSO) and Responsible Officer (RO) for UCSB's Student and Exchange Visitor Program (SEVP) and Student and Exchange Visitor Information System (SEVIS). Acts as campus liaison between UCSB, the U.S. Department of Homeland Security, and the U.S. Department of State to ensure compliance with SEVP, immigration, and related IRS regulations. Responds to audits and inquiries from the California Department of Tax and Fee Administration (formerly Board of Equalization), Franchise Tax Board, and other regulatory agencies. Interprets and applies federal and state laws related to withholding, reporting, and taxation; performs research and prepares written analyses on the application of tax laws and regulations to specific University transactions and activities. Subject Matter Expertise & Advisory Services Serves as the primary campus contact for tax-related questions and issues, exercising independent judgment in selecting methods and techniques to resolve complex matters. Acts as a subject-matter expert in ITIN processing, withholding, and reporting, ensuring institutional compliance with applicable federal and state regulations. Provides interpretation and guidance in the following tax areas: * Sales and use tax * Unrelated Business Income Tax (UBIT) * Wage payments for employees and independent contractors * Real and personal property tax * Fuel, utility, e-waste, and communications taxes * California nonresident withholding Educational and research activities conducted outside California or the U.S., or involving foreign individuals or entities Serves as UCSB's IRS Acceptance Agent, assisting individuals with completing ITIN applications (Form W-7), reviewing and certifying required documentation to verify identity and foreign status, and submitting applications in accordance with IRS Acceptance Agent program guidelines. Develops and delivers training and guidance to campus stakeholders on tax compliance requirements, processes, and best practices. Prepares tax-related correspondence and communications to increase awareness of tax obligations among departments, students, and other affected parties. Keeps Business & Financial Services leadership informed of significant tax matters, including emerging regulations and compliance risks. Represents UCSB at systemwide meetings related to areas of responsibility; analyzes information obtained to recommend strategies and improvements for the campus. Serves on systemwide and campus committees and task forces related to tax, compliance, and financial operations.
- 30% AP Analysis - Reconciles sales/use tax liability and withholding tax liability accounts to ensure balances are accurate, supported, and cleared timely. Investigates and resolves discrepancies related to tax postings, vendor coding, and system-generated tax calculations. Reviews exception reports and transaction edits to identify incorrect tax treatment and initiates corrective journal entries or adjustments. Performs periodic audits of AP transactions to verify compliance with federal, state, and institutional tax requirements. Analyzes vendor master data for accuracy, including tax classifications, exemption status, and withholding indicators. Coordinates with Tax, General Accounting, and Procurement to resolve complex tax or payment issues. Develops and maintains reconciliation schedules, documentation, and internal controls related to AP tax processing.
- 10% Special Projects - Participates in special projects and cross-functional initiatives as assigned, including process improvements, system enhancements, documentation development, and analysis in support of departmental and organizational goals.
