About Research and Analytics Division (RAD)

RAD is DCWP's in-house data team, and one of the first municipal offices of its kind in the country. Data scientists, technologists, engineers, product managers, and PhD economists work directly with the agency's attorneys and investigators to speed up investigations and win relief for consumers and workers. RAD also supports the agency's research, policy analysis, and public reporting. DCWP's data scientists and economists helped pioneer the Minimum Pay Rate for delivery workers, which has resulted in over $2 billion in additional pay. RAD will grow to 36 staff by FY28. It's hiring now, and it's moving fast.

The job
Companies hold the data that shows whether they broke the law. Your team will dig it out, decode it, and turn it into evidence that wins in court. You'll lead the Enforcement Analytics Team of IT architects, data scientists, technologists and engineers who work alongside DCWP's investigators and attorneys to hold businesses accountable to consumers and workers. Your team will also build the analytics tools that legal case teams rely on and advise the agency on technology policy as it writes rules to support the laws passed by City Council.
You will report to the Deputy Commissioner of RAD, manage managers, and work as a partner to DCWP's senior attorney leadership on how analytics drives enforcement.

What you'll do
- Build the team. Define roles, structures, and workflows. Recruit, hire, and develop technical talent, and grow a bench of strong managers.
- Set the agenda. With agency leadership and enforcement attorneys, decide which industries and practices the team goes after, and what evidence it takes to win.
- Make the work bulletproof. Set standards for methodology, documentation, and review so findings survive opposing experts, settlement negotiations, and courtrooms.
- Ship tools, not just analyses. Direct the product and engineering work behind analytics products that process business records, worker data, and consumer complaints at scale. Set the roadmap and make the build-versus-buy calls.
- Shape technology policy. Make sure proposed laws and rules reflect how the technology actually works and can be enforced. Spot new worker and consumer protections that emerging tech makes necessary.
- Protect the data. Set responsible practices for handling sensitive business, worker, and consumer data, working with agency counsel and IT.
- Run the business of the team. Manage budget, headcount, procurement, and resource needs with the Deputy Commissioner and peer leads.
- Represent RAD. Speak for the Division inside DCWP, with other City agencies, and with outside partners.
- Help run the Division. With the Deputy Commissioner and peer team leads, shape Divisional policies, strategic planning, and collaboration across teams.

ADMINISTRATIVE LABOR RELATIONS - 82994

Qualifications

1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or


2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or


3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
