Job Summary:
The Clinical Outpatient Services Manager is responsible for planning, directing, and overseeing the daily operations of outpatient clinical services to ensure safe, high‑quality, and efficient patient care. This role provides leadership to clinical and administrative staff, ensures compliance with regulatory and accreditation standards, and supports continuous quality improvement initiatives. The manager collaborates with clinicians, leadership, and support departments to optimize workflows, manage resources, and enhance patient experience while meeting organizational goals. The position combines clinical operations oversight, staff management, performance monitoring, and strategic problem‑solving in a fast‑paced rural healthcare environment.
Work Schedule: Monday through Friday; Shifts start as early as 6am and can end as late as 7p. This position requires flexibility to meet the needs of the department.
Qualifications:
- Graduate of an accredited Registered Nursing program
- Licensed in the state of Wisconsin and in good standing
- Bachelor’s degree in healthcare administration preferred
- At least 5 years of progressive healthcare leadership experience, including multi department operations
- Active BLS
Responsibilities include:
- Provides clinical, operational, and administrative leadership for outpatient services in the clinic setting including but not limited to Mental Health and Addiction Services, Oncology, Diabetes Care/Nutrition, Anticoagulation Care, and Clinic Nurse Triage.
- The role oversees staff across multiple departments and ensures delivery of safe, efficient, and high-quality patient care
- This position directly supervises outpatient nursing staff and related clinical personnel
- Provide leadership, oversight, and guidance to nursing staff to ensure quality patient care and operational effectiveness
- Monitor clinic workflows, staffing needs, and service delivery to maintain efficient operations
- Ensure compliance with all applicable regulatory and accreditation standards including CMS, RHC, DHS/DQA, and DNV requirements
- Assign work, manage schedules, and ensure adequate staffing coverage across departments
- Develop clinic coverage plans
- Complete required reports and operational documentation including daily KPIs and monthly reports provided to partner organizations
- Utilize electronic systems to monitor operational performance and clinical activities
- Participate in program planning and operational improvement initiatives
- Provide clinical guidance to staff regarding patient care, medication processes, and nursing best practices
- Recruit, interview, hire, train, and retain qualified nursing staff
- Conduct performance evaluations and address performance concerns through coaching, mentoring, and corrective action when necessary
- Support professional development and training initiatives for nursing staff
- Lead regular staff meetings and maintain open communication within the team
- Assist with direct patient care as needed based on clinic demand

- Understanding of budget management, staffing models, and resource allocation.

- Awareness of reimbursement and outpatient service cost drivers (role‑appropriate level).
- Flexibility to adjust priorities in response to changing patient needs, staffing challenges, or regulatory requirements

Physical Requirements for the Role:
- Ability to sit for extended periods while working at a computer, attending meetings, and completing administrative tasks.
- Ability to stand and walk frequently throughout outpatient clinics, patient care areas, and office spaces to supervise operations and staff.
- Frequent use of hands and fingers for computer work and typing.
- Ability to occasionally lift or carry objects up to 50 pounds.
- Ability to work in a busy outpatient healthcare setting, which may include:
- Moderate noise levels
- Frequent interruptions
- Occasional exposure to clinical supplies or patient care areas
- Compliance with workplace safety policies, including infection prevention standards.
- Sufficient physical endurance to work full shifts, attend meetings, and respond to operational needs throughout the day.
- May require occasional extended hours or on‑site presence during surveys, emergencies, or staffing needs.

The clinic environment is fast‑paced, highly hands‑on, and relationship‑driven, with a strong emphasis on rural community care, regulatory compliance, and operational flexibility.
