HR GENERALIST HR Officer I

Graduated professional experience is required for this role. The Maryland Department of General Services (DGS) seeks an HR Generalist in the Office of Human Resources to manage the department’s medical services, employee benefits, and leave management programs. The incumbent will administer FMLA, PFML, workers’ compensation, and other leave programs while supporting new‑employee onboarding, employee relations, and sick leave monitoring. Main Purpose of Job This position administers medical services and leave management programs, provides guidance to employees and supervisors, coordinates benefits administration, oversees new‑hire onboarding and orientation, and supports employee relations and EER functions. Position Duties Administer employee medical services and leave programs (FMLA, PFML, workers’ compensation, EAP referrals, leave bank, parental leave, and medical absences). Provide guidance and support regarding medical services, leave policies, benefits, and employee relations matters. Coordinate health benefits administration, including new‑hire enrollment, qualifying life events, open enrollment, and dependent verification audits. Oversee onboarding and orientation for new employees, conducting onboarding meetings and New Employee Orientation sessions. Support HR operations by monitoring sick leave, assisting with disciplinary actions, processing personnel transactions in Workday, maintaining employee records, and coordinating HR programs and employee services. Minimum Qualifications Six years of experience, including two years of professional HR experience in recruitment, classification, compensation, employee relations, test development, job analysis, and salary administration, plus an additional four years of HR management experience in recruitment, classification, salary administration, employer relations, or as a generalist. Paraprofessional personnel experience or a bachelor’s degree may be substituted for up to four years of required experience. Desired or Preferred Qualifications Experience administering FMLA, workers’ compensation, leave management, and employee medical services programs. Experience interpreting and applying federal and state laws, regulations, policies, and procedures related to leave, health benefits, and employee relations. Experience providing guidance and consultation to employees, supervisors, and managers on medical services, benefits, and personnel matters. Experience working in an HRIS system, preferably Workday, to process personnel transactions and maintain employee records. Licenses, Registrations and Certifications Certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System within six months of appointment, with recertification every six months thereafter.
