This role is responsible for the governance, oversight, and risk mitigation associated with the design, deployment, procurement, and use of artificial intelligence, machine learning, and advanced analytics across the agency. The AI Risk Officer ensures that AI-enabled systems operating in regulatory, scientific, enforcement, and administrative functions are lawful, ethical, secure, and transparent. This individual serves as a senior advisor to executive leadership and collaborates with legal, cybersecurity, data, procurement, and program teams to enable responsible innovation while safeguarding public trust. Responsibilities Design, implement, and maintain a comprehensive enterprise AI risk management and governance framework, including policies, standards, and approval processes for AI and advanced analytics use cases. Lead or co-chair an internal AI Governance Council to review, prioritize, and approve AI initiatives, ensuring consistent lifecycle oversight from concept and procurement through deployment and retirement. Identify, assess, monitor, and mitigate AI-related risks including algorithmic bias, model drift, explainability gaps, data quality issues, cybersecurity vulnerabilities, operational risk, legal exposure, and reputational risk. Oversee AI risk assessments, model impact assessments, and control testing activities, and establish escalation, incident response, and remediation protocols for AI-related issues. Partner with Legal, Privacy, Records Management, and Compliance teams to ensure AI systems comply with Texas state laws, federal regulations, public records requirements, privacy protections, and civil rights obligations. Monitor emerging AI-related laws, regulations, and standards, and advise executive leadership on AI governance risk and regulatory readiness. Champion ethical AI principles including fairness, accountability, transparency, human oversight, and explainability, ensuring AI use does not result in unfair or opaque regulatory outcomes in permitting, inspections, or enforcement. Support mechanisms for public transparency and defensibility where AI contributes to regulatory decisions. Collaborate with the Information Resources Manager, Deputy Director of Information Resources, Chief Data Officer, Chief Information Security Officer, and program area Directors to embed AI risk considerations into enterprise technology and data strategy planning and investment decisions. Serve as a trusted executive partner, balancing innovation enablement with responsible risk management. Requirements Minimum Qualifications 5 years of experience designing, implementing, and maintaining a comprehensive enterprise AI risk management and governance framework, including establishing policies, standards, and approval processes governing AI and advanced analytics use cases. 5 years of experience leading or co-chairing an internal AI Governance Council that reviewed, prioritized, and approved AI initiatives, with responsibility for consistent lifecycle oversight from concept and procurement through deployment and retirement. 5 years of experience identifying, assessing, monitoring, and mitigating AI-related risks including algorithmic bias, model drift, explainability, data quality issues, cybersecurity vulnerabilities, operational risk, legal exposure, and reputational risk. 5 years of experience overseeing AI risk assessments, model impact assessments, and control testing activities, and establishing escalation, incident response, and remediation protocols for AI-related issues. 5 years of experience partnering with Legal, Privacy, Records Management, and Compliance teams to ensure AI systems comply with applicable state laws, federal regulations, public records requirements, privacy protections, and civil rights obligations. 5 years of experience monitoring emerging AI-related laws, regulations, and standards and assessing their impact on agency operations, with experience advising executive leadership on AI governance risk and regulatory readiness. 5 years of experience championing ethical AI principles including fairness, accountability, transparency, human oversight, and explainability. 5 years of experience ensuring AI use does not result in unfair or opaque regulatory outcomes, particularly in permitting, inspections, and enforcement. 5 years of experience supporting mechanisms for public transparency and defensibility where AI contributes to regulatory decisions. 5 years of experience collaborating with senior technology and data leadership, including roles equivalent to Information Resources Manager, Chief Data Officer, and Chief Information Security Officer. 5 years of experience influencing enterprise technology and data strategy by embedding AI risk considerations into planning and investment decisions. 5 years of experience serving as a trusted executive partner, balancing innovation enablement with responsible risk management. Preferred Qualifications 5 years of experience developing and delivering executive and workforce training on responsible AI use and risk awareness. 5 years of experience promoting a culture of ethical, risk-aware innovation across scientific, regulatory, and administrative teams. 5 years of experience providing guidance to program teams on acceptable and prohibited uses of AI technologies. Additional Requirements All travel, per diem, parking, and living expenses are the responsibility of the candidate. The candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by TCEQ. Total estimated hours for this engagement shall not exceed 352 hours. Work Location and Schedule Location: 12100 Park 35 Circle, Bldg A, Austin, TX 78753 Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays. Work Arrangement: On-site.
