ROLE TITLE : Project Manager III

WORK ARRANGEMENT : Hybrid: approximately 90% remote and 10% onsite.

LOCATION : Madison, Wisconsin

REQUIRED SKILLS:

15 years - Experience creating detailed work plans using automated tools.

15 years - Excellent oral and written communication skills.

12 years - Technical writing and documentation experience.

8 years - Application development and support across all phases of the systems development life cycle, supporting CICS/DB2/COBOL/SAS/JCL mainframe systems.

15 years - Microsoft product experience, including Excel, Outlook, Project, and Word.

15 years - Experience completing unit/development testing, systems testing, and supporting user acceptance testing.

10 years - Experience using SQL, SPUFI, Platinum, File Manager, Debugger, QMF tools, or equivalent.

15 years - Experience working with business customers to document requirements, analysis, and design deliverables.

10 years - Experience using Changeman, Control-M, Jira Service Management, or a similar tracking mechanism for software-management activities.

Team-management expertise, including creating, assigning, and tracking work tasks and responsibilities.

Experience managing large, complex mainframe and web application projects using waterfall, agile, and hybrid-agile methodologies.

Knowledge of standard project-management practices, including the PMI framework, and tools such as Azure DevOps and Jira.

NICE TO HAVE SKILLS:

5 years - Knowledge of and experience with child-support-system certification.

2 years - Experience executing and documenting the Test Deck for IV-D system certification.

5 years - Financial and/or case-management child-support-enforcement systems development and maintenance experience.

Prior experience with the KIDS system.

Familiarity with State of Wisconsin application systems, procedures, and development standards.

DESCRIPTION OF ROLE:

This position functions as a project manager in the Family and Economic Support Technical Services (FESTS) section, supporting child support systems. The project manager will coordinate, direct, guide, and consult on multiple projects using waterfall, agile, and hybrid-agile methodologies.

The role also supports the Program Management Office by managing action items and backlog; tracking risks, issues, and resource allocation; preparing instructions, meeting agendas, minutes, communication plans, status reports, and work plans; assisting with process improvements; and serving as liaison between business and technical partners.

Candidates must understand large, complex mainframe and web application development using Microsoft .NET for web functions and COBOL, CICS, and DB2 for mainframe functions. The role requires systems analysis and design expertise; estimation of analysis, design, programming, testing, and implementation work; and knowledge of methods used to develop, install, and maintain large, complex mainframe information systems. Hands-on technical experience must include leading evaluation of software, functional requirements, and technical requirements.

The project manager must understand business and technical objectives, work effectively with the project team and sponsor, document risks and mitigation plans, track issues, remove barriers, and manage multi-year projects with state and federal reporting requirements.
