The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The purpose of this position is to provide program oversight to manage, maintain, and control suspense accounting and reconciliation. It will assist in the proper application and distribution of revenue from state trust lands to support public education and other beneficiary institutions, while simultaneously striving to protect, conserve, and maintain the lands so they are healthy and productive for future generations. The position will oversee and manage the Suspense Resolution Program to reduce historical balances and clear suspense items as they come in. The position will also act as lead in the Accounts Receivable (AR) area, conducting research of incoming payments to ensure proper application and distribution of all revenue. How does it get done? This position will analyze, classify, and resolve issues in the Suspense Resolution Program as they arise and work with stakeholders to clear historical and incoming suspense items. Utilize internal systems to investigate the cause of suspended payments and what may be preventing them from being distributed. Conduct research on incoming payments to ensure proper application and distribution. Verify leases are active and payments are up to date. Work with division staff to resolve complex payment issues. Act as lead in the Accounts Receivable area by completing the application of incoming payments and assisting other AR staff in the validation and entering of payment information into internal NMSLO and SHARE financial systems. Ensure daily payments reconcile to system reports. Make system corrections when needed and investigate and resolve unusual issues that may arise. Ensure the accuracy and completion of month end revenue distribution with operating transfers and payments to 21 beneficiaries of the trust to provide funding that they heavily rely on for their operations. Confirm allocation of revenues to proper funds and distribution to the correct beneficiary. Who are the customers? Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner). External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal). Ideal Candidate Experience in Accounts Receivable, Experience utilizing Excel, Experience with SHARE Financial, Experience with preparing journal entries; and Experience with reconciling bank activity Associate's Degree and three (3) years of experience in program administration or project management in areas related to the purpose of the position. Any combination of education and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must contain and maintain a valid New Mexico Driver's License. Working Conditions Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling.
