Director, Employee Relations and Equity

Class Description The purpose of this position is to provide departmental leadership, manage, and perform professional administrative work in support of Employee Relations and Equity for the College. Minimum Requirements Master’s degree in Human Resources or related field and seven (7) years of recent experience in Employee Relations. Minimum of three (3) years of staff supervision and related experience in Human Resources Management and Labor Relations. Demonstrated experience investigating and adjudicating Title VII, Title IX, and ADA related complaints and issues. Demonstrated knowledge of all federal and state laws and regulations regarding Employee Relations, EEO/AAP, and record maintenance and retention. Experience working with labor unions. Preferred: current PHR, SPHR, SHRM‑CP or SHRM‑SCP; prior higher education experience. Class Specific Essential Duties Provide direct leadership and supervision. Hire, supervise, develop and evaluate assigned staff. Develop and implement goals and objectives in coordination with HR leadership. Implement strategies related to operation and services. Remain knowledgeable about the College, its structure, culture, policies, and practices. Serve as point of contact for resolving employee relations and equity issues. Develop and manage operating budget for assigned unit. Prepare and analyze reports. Develop and evaluate policies and procedures. Serve as liaison between College departments, faculty and/or staff. Essential duties are not exhaustive; other duties may be assigned. Leadership & Strategy Oversee the Employee Relations, Labor Relations, and Equity section by developing and implementing strategies, policies, and programs aligned with CCBC’s strategic goals and values. Provide guidance to HR business partners on complex, specialized, and sensitive employment matters. Develop HR directives and procedures in accordance with internal policies and applicable regulations. Coordinate and direct the affirmative action and equal opportunity plans. Ensure compliance with federal and state employment laws. Monitor changes in labor laws and update policies and procedures accordingly. Monitor key employee relations metrics (turnover, engagement) and recommend improvements. Coordinate with HR team to support organizational changes. Build relationships and foster collaboration across the college. Employee & Labor Relations Provide advice and guidance on performance management, conflict resolution, and disciplinary actions. Advise employees on performance, career paths, and workplace concerns. Interpret and enforce policies, collective bargaining agreements, and grievance procedures. Coordinate communication for disciplinary actions and grievances. Act as neutral mediator in disputes. Serve as Assistant VP Human Resources’ designee or Equity Officer for employee grievance processes. Manage the college’s telework program. Proactively identify potential employee relations issues and develop prevention strategies. Oversee the employee exit process and analyze exit data to address concerns. Investigations & Compliance Manage investigation and adjudication of employee and student complaints related to harassment and discrimination. Conduct or supervise investigations related to violations of non‑discrimination policies. Supervise audits and report preparation required by federal, state, and local agencies. Collaborate with the Director of Benefits on ADA accommodations. Employee Support & Programs Collaborate with Employee Assistance Program (EAP) and refer employees to EAP. Assist students, staff, and the general community with HR inquiries and services. Training & Development Provide training to managers and employees on employee relations, conflict resolution, performance management, and disciplinary actions. Develop training and organizational development solutions related to staffing issues. Facilitate training workshops for supervisors and staff based on HR priorities. Representation Represent HR at CCBC functions as a subject matter expert. Make presentations upon request.
