DEFINITION
This is a highly responsible, skilled technical position requiring a licensed State of Colorado Master Electrician. Under the direction of the Water Treatment Plant Maintenance Supervisor, the Utilities Master Electrician performs, coordinates, and provides technical oversight for the installation, inspection, troubleshooting, preventive maintenance, repair, and modification of electrical systems and equipment associated with City water treatment and other related Utilities facilities. The primary focus of this position is maintaining the reliability, safety, and availability of electrical systems necessary for continuous water treatment operations. Electrical systems may include power distribution equipment, switchgear, motor control centers, transformers, motors, variable frequency drives, generators, automatic transfer switches, uninterruptible power supplies, process equipment, chemical feed equipment, control panels, instrumentation power and wiring, and related electrical systems. The position works closely with Water Treatment Operations, Utilities Maintenance, Controls/Instrumentation, SCADA/OT, Engineering, contractors, and other City departments to maintain reliable treatment processes and minimize interruptions to critical water infrastructure.SUPERVISION RECEIVED AND EXERCISED
Works under the general direction of the Water Treatment Plant Maintenance Supervisor with considerable latitude for independent technical judgment and action. This position does not routinely supervise staff but may provide technical direction to maintenance personnel, electricians, contractors, apprentices, and other personnel performing electrical work as allowed or required by applicable licensing requirements. Keeps the Water Treatment Plant Supervisor informed of significant electrical failures, safety concerns, operational risks, planned outages, regulatory concerns, and other potentially controversial or significant matters.EXAMPLES OF ESSENTIAL RESPONSIBILITIES AND DUTIES
Performs troubleshooting, repair, preventive maintenance, installation, modification, and testing of industrial electrical equipment and systems associated with water treatment and Utilities facilities. Maintains electrical distribution systems including switchgear, switchboards, transformers, motor control centers, panelboards, circuit breakers, disconnects, grounding systems, protective devices, power distribution equipment, and related components. Troubleshoots, repairs, installs, and maintains electrical motors, motor starters, variable frequency drives, soft starters, control circuits, and associated equipment serving pumps, blowers, mixers, compressors, chemical feed systems, HVAC equipment, and other process equipment. Maintains and tests emergency and standby power systems including generators, automatic transfer switches, uninterruptible power supplies, battery systems, and associated electrical distribution equipment. Performs preventive and predictive electrical maintenance and assists in developing maintenance frequencies and procedures based on equipment manufacturer recommendations, operating history, criticality, and accepted electrical maintenance practices. Performs or coordinates electrical testing and condition assessments, which may include insulation-resistance testing, voltage and current measurements, phase and rotation testing, grounding checks, breaker testing, equipment inspections, torque verification, thermal inspections, and other electrical diagnostic activities as qualified and appropriate. Responds to electrical failures, equipment trips, alarms, power disturbances, and other conditions affecting water treatment operations. Troubleshoots failures and works with Operations and Maintenance personnel to safely return critical equipment to service. Plans and coordinates electrical outages and switching activities with Water Treatment Operations to minimize impacts to treatment processes and water production. Troubleshoots electrical power, field wiring, control wiring, relays, interlocks, input/output circuits, and other electrical components associated with process control systems. Provides electrical technical support during startup, commissioning, testing, and acceptance of new or modified water treatment equipment and facilities. Participates in equipment functional testing, startup activities, punch-list inspections, warranty inspections, and review of electrical deficiencies associated with construction projects. Reviews electrical drawings, specifications, submittals, one-line diagrams, control schematics, wiring diagrams, equipment manuals, and other technical documentation. Inspect electrical work performed by contractors for conformity with approved plans, specifications, City standards, applicable codes, and project requirements. Coordinates identified deficiencies with project managers, engineers, contractors, and the Water Treatment Plant Manager. Performs other duties as assigned.QUALIFICATIONS
Knowledge of: Industrial electrical troubleshooting, maintenance, repair, and installation practices. Commercial and industrial electrical power distribution systems. Electrical motors, motor controls, motor starters, variable frequency drives, soft starters, motor control centers, and associated control circuitry. Switchgear, transformers, panelboards, breakers, disconnects, grounding systems, protective devices, and electrical distribution equipment. Emergency generators, automatic transfer switches, uninterruptible power supplies, battery systems, and emergency power distribution. Programmable Logic Controller-related electrical systems, relay logic, ladder diagrams, control circuits, instrumentation wiring, and process-control electrical systems. Pumps, blowers, mixers, compressors, chemical feed equipment, HVAC equipment, and other electrically powered industrial process equipment. Electrical troubleshooting techniques and use of electrical diagnostic and testing equipment. Applicable electrical codes and electrical safety practices. Lockout/tagout practices and establishment of electrically safe work conditions. Electrical shock, arc-flash, and arc-blast hazards and appropriate protective measures. Preventive and predictive electrical maintenance principles and practices. Electrical schematics, one-line diagrams, wiring diagrams, control drawings, construction plans, specifications, and equipment manuals. Industrial water treatment or similar continuously operating process facilities. Computerized maintenance management systems and modern office software. Ability to: Diagnose complex electrical problems and identify appropriate corrective actions. Safely troubleshoot and repair electrical equipment while minimizing disruption to water treatment operations. Read, understand, and interpret electrical one-line diagrams, schematics, ladder diagrams, wiring diagrams, construction drawings, equipment manuals, and technical specifications. Use voltmeters, ammeters, multimeters, insulation-resistance testers, phase-rotation meters, power-quality equipment, hand and power tools, conduit benders, knockout equipment, lifts, and other electrical tools and diagnostic equipment. Plan and coordinate electrical shutdowns, maintenance activities, contractor work, and equipment replacements. Develop preventive maintenance procedures and schedules for critical electrical equipment. Prepare scopes of work, technical specifications, reports, cost estimates, equipment recommendations, and procurement documentation. Maintain complete and accurate electrical maintenance and testing records. Provide technical guidance to Operations, Maintenance, contractors, and other personnel regarding electrical systems. Coordinate effectively with Controls/Instrumentation and SCADA/OT personnel when troubleshooting equipment involving electrical and automated control systems. Establish priorities and respond effectively to changing operational requirements and emergency situations. Work independently with limited supervision and exercise sound technical judgment. Communicate clearly and professionally, both verbally and in writing, with employees, contractors, consultants, regulatory agencies, management, and other stakeholders. Maintain effective working relationships with City departments, employees, contractors, consultants, vendors, regulatory agencies, and members of the public. Work safely in an operating industrial water treatment environment.EDUCATION AND EXPERIENCE
High school diploma or GED equivalent. Completion of an electrical apprenticeship, vocational program, technical training program, or equivalent combination of education and electrical trade experience necessary to obtain a Colorado Master Electrician license. Minimum of five (5) years of progressively responsible commercial or industrial electrical installation, maintenance, troubleshooting, and repair experience. Equivalent combinations of education, training, and experience may be considered provided all required licenses are maintained. Preferred: Experience with industrial motor controls, motor control centers, variable frequency drives, standby power systems, electrical distribution equipment, and automated process equipment is strongly preferred. Experience in water treatment, wastewater treatment, pumping facilities, industrial processing, manufacturing, power generation, or another continuously operating industrial environment is preferred.SPECIAL REQUIREMENTS
Current and active State of Colorado Master Electrician License at time of hire. Ability to serve as the responsible Master Electrician associated with the City's electrical contractor registration, if required by the City and applicable law. Must maintain required electrical licensure and continuing education throughout employment. Valid Colorado driver's license with a safe driving record. Must be able to pass a background check. Ability to complete FEMA IC-100 and IS-700 training within six (6) months of hire. Ability to respond to emergency electrical situations outside normal working hours as required.
