Essential Duties and Responsibilities
- Performs inspections, preventative and corrective maintenance on the district’s water distribution and wastewater collection equipment and facilities including repairs and replaces broken pipes, valves, hydrants, PRVs, curb stops, and other system appurtenances that may require working in a ditch, mud, and confined spaces.
- Perform minor and major repairs to the collection and distribution system under emergency conditions (i.e. sewer backups, water main breaks, water service leaks, etc.)
- Effectively and efficiently use sewer combination jet trucks along with a CCTV truck to clean and maintain the collection system.
- Performs utility locates of the district’s water and wastewater facilities.
- Enters and exits confined spaces such as underground vaults and manholes.
- Work safely while in and around roadways with moving traffic. Set up and take down traffic control devices. To include working near or with heavy equipment.
- Loads, unloads, and transports equipment and personnel in District vehicles to a variety of work sites. Safely operate District utility trucks, one ton, dump trucks, vacuum trucks and heavy equipment
- Responsible for all tools, equipment, and vehicles assigned or used.
- Provides water quality monitoring and reporting system as required.
- Performs work in accordance with safety policies and procedures.
- Coordinates activities with other divisions and sections to avoid interruption of service.
- Provide quality customer service and routinely interact with the public and the district’s customers to resolve customer concerns.
- Provides other Operations staff and management with detailed updates on the status of customer service calls using e-mails and text messages.
- Maintains written activity reports, inspection reports, and other records daily.
- Responds to emergency callouts.
- Performs other duties as assigned.
Minimum Qualifications
- High school diploma or GED equivalent is required.
- Must possess and maintain a valid Driver’s License with an acceptable Motor Vehicle record.
- Availability to work non-scheduled hours when necessary.
- Must be able to respond to the District Facilities within approximately 30 minutes while on call.
Necessary Knowledge, Experience, Skills and Abilities
- Knowledge in working with Microsoft Office Suite; Word, Excel, and PowerPoint
- Knowledge of City works and GIS software.
- One year of experience in collection and distribution maintenance.
- Required to have the Colorado Class 1 Distribution Operator and Colorado Class 1 Collection Operator.
- Heavy equipment/backhoe operator experience a plus.
- Establish and maintain respectful, professional working relationships with employees
- Safely and skillfully operate hand and power tools and other equipment
- Follow provided safety procedures for working around electrical controls and equipment and in confined spaces
- Communicate effectively both verbally and in writing.
- Ability to read and modify electrical schematics. Basic familiarity with NEC standards.
- Perform basic PLC code interpretation for troubleshooting and increased knowledge of system.
- Basic understanding of various control system components including relay logic, 4-20mA analog signal, PLC I/O modules and DC power supplies.
- Ability to maintain and troubleshoot control system components.
- Ability to make basic modifications to electrical control systems with minimal supervision.
- Basic computer skills.
- Represent the district professionally with integrity and excellence, setting a positive example for workplace behavior.
- Encourage a respectful, collaborative, and accountable work environment while demonstrating ethical conduct in all interactions.
- Able to respond in approximately 30 minutes to District Facilities when on emergency on call.
Job Levels for C/D Lines Tech
Collection & Distribution Lines Technician I (pays up to $31.75)
- One year’s experience in collection and distribution maintenance or other relevant experience.
- Required to have the Colorado Class 1 Distribution Operator and Colorado Class 1 Collection Operator within 1st year of hire date.
- Holds Class A CDL or will obtain within 90 days of hire.
Collection & Distribution Lines Technician II (pays up to $35)
- Two years’ experience in collection and distribution maintenance.
- Required to have Colorado Class 2 Distribution Operator and Colorado Class 2 Collection Operator.
- Holds Class A CDL or will obtain within 90 days of hire.
Collection & Distribution Lines Technician III (pays up to $38.59)
- Three years’ experience in collection and distribution maintenance.
- Required to have the Colorado Class 3 Distribution Operator and Colorado Class 3 Collection Operator.
- Holds Class A CDL or will obtain within 90 days of hire.
- Backhoe endorsement.
- Hazmat and endorsement.
Collection & Distribution Lines Technician IV (pays up to $42.55)
- Four years’ experience in collection and distribution maintenance.
- Required to have the Colorado Class 4 Distribution Operator and Colorado Class 4 Collection Operator.
- Holds Class A CDL or will obtain within 90 days of hire.
- Backhoe endorsement.
- Hazmat and endorsement.
Endorsements
Endorsements are available for certain positions within the District to encourage entry level positions to improve their work skills. For the Lines Technician position, Lines Technician 1 and 2 can obtain both a Backhoe endorsement and a Hazmat endorsement. Each endorsement will give a 5% increase but will not change the pay scale. For Lines Technician 3 and 4, both endorsements are required for the position.
A Lead endorsement is also available for the Lines Technician position. Only two Lead endorsements available at any one time.
Career Progression
To career progress from one Lines Technician level to the next, the minimum job requirements must be met. When a Lines Technician is hired into a position, they have one (1) year to obtain the required certifications. If the requirements are not met, then any pay increase will be limited to the market increase, and no performance increase will be available. This requirement can be waived by the Director of Operations at their sole discretion. The most common case, but not the only case where this requirement will be waived, is when the employee has not worked in the industry long enough to achieve the years of experience needed to qualify for the certification exams.
Supervision Received
Works under the supervision of the Collections & Distributions Lead.
Tools and Equipment Used
Combination sewer jet cleaning & CCTV equipment, motor vehicles, dump truck, leak detection equipment, pressure and flow recorders, heavy equipment, calculator, smart phone, tablet, telephone, and radios. Pumps (submersible hydraulic), confined space safety equipment, trench box, manhole cover hook, valve keys, pipe locator, personal protective equipment, power hand tools typically used in water distribution and wastewater collection system maintenance. Gas detection monitors, fall arrestors, and other safety equipment. General office, breakroom, and computer equipment.
Work Schedule
Four-day ten-hour schedule between the hours of 6:30 a.m. and 5:00 p.m. The work schedule will vary depending on weather conditions, projects, events, programs, meetings, and staffing levels, and will include some evening, early morning, weekend, and overtime hours. The employee must be able to be on 24-hour on-call rotation. Regular and predictable attendance is an essential function of the job.

Working Conditions
Strenuous physical activity under adverse conditions will be required. Must possess the ability to lift items up to 80 pounds or more. Wearing personal protective equipment (PPE) to protect health and welfare during work activities.
Requires standing, walking, stooping/bending, lifting, crawling, climbing, and repetitive motion. Frequently exposed to insects and other animals such as snakes.
Required to work in all weather conditions and in extreme temperatures below twenty degrees to above a hundred degrees Fahrenheit. Perform under hazardous and adverse conditions, including but not limited to, slippery and uneven surfaces, proximity to moving mechanical equipment, broken glass and other materials, vibration, electrical currents, high places, precarious places, and confined spaces.
Work may result in exposure to smoke, gases, chemicals, fumes, odors, mist, dust, airborne particles, toxic or caustic chemicals that can affect the respiratory system, skin, or other aspects of the body. Work may result in exposure to wastewater and untreated water supplies containing infectious disease agents such as bacteria, viruses, fungi, and parasites. Work may result in exposure to high noise levels requiring the wearing of personal protection equipment. Frequently exposed to wet and humid conditions.
This position demands frequent use of sensory activities such as talking, hearing, smelling, identifying objects by touch, and specific vision abilities, including but not limited to, close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. This position will involve periods of high physical, mental and emotional stress.
