Project Scope
The client is seeking a Mid-Level Power Apps Developer for a contract engagement to support our ongoing digital modernization initiatives. This role is responsible for programming, maintaining, and optimizing business processes using the Microsoft Power Platform. The ideal candidate will bridge the gap between traditional manual workflows and cloud-based automation. They will design scalable tools to streamline regulatory compliance, process insurance license validations, and handle public or external stakeholder data secure environments.

Key Responsibilities
Process Programming & Automation: Develop, test, and maintain complex Power Automate cloud flows and business process flows to eliminate manual touchpoints in departmental licensing, fraud tracking, or consumer complaints.
Custom App Development: Build and support highly responsive Canvas Apps for mobile/tablet internal field audits and structured Model-Driven Apps integrated with standard client service portals.
Dataverse Architecture: Configure data models, establish secure relational tables, and configure precise business rules inside Microsoft Dataverse and SharePoint repositories.
Form Customization & Scripting: Write advanced Power Fx expressions and utilize custom JavaScript when necessary to enhance form logic, validation, and field triggers within model-driven setups.
Integration Management: Package and manage platform deployment assets (solutions, environment variables) through standard testing/UAT phases into live client production environments adhering to client IT governance.

Consultant Qualifications
Experience: 3+ years of professional application development experience, including a minimum of 2 years focused strictly on designing and deploying solutions with Microsoft Power Apps and Power Automate.
Technical Skills: Strong familiarity with relational database design, data integration via APIs, and JSON text manipulation.
Compliance Knowledge: Basic understanding of the client IT standards, Data Loss Prevention (DLP) protocols, or related public sector security frameworks.
Logistics: Must possess a standard criminal background screening.

Scope Requirements:

Securities - Bail Bonds
Master account created upon acceptance of application.

Applicants apply via the SBS system. The following is captured:
Residence address,
Business address,
Mailing address,
Email address,
Telephone number, and
Legal name.
Staff manually enter this data into the AS/400.

Monthly reports are received and reviewed.
Court Clerks, of all 77 counties, each send a monthly report of all bonds written for their own county. The reports are mostly received in a pdf file via email. Some counties fax the report.
Surety (like US Fire) information is entered manually by Bail Bonds staff. Once completed, it is converted into a pdf file to be emailed. There can be as many as 350 entries per month.
Multi-County Agents (MCAs) information is entered manually by Bail Bonds staff into a Word document, that is later converted to a pdf format and emailed to the client.
Bondsmen self-report by entering data of the bonds written the previous month in the Trackum system. The client's Bail Staff manually enter this data into the AS/400 system.
There are 458 total bondsman reporting in the Trackum system. Of the 458, 33 are 'professional' and 36 are 'MCAs'.
The data reported by the Court Clerks, Surety company, and the Bondsman is manually compared.

The 10-day notices are emailed to those Bail Bond Agencies when a change in ratio is triggered (see the special deposit flag).
If administrative action is necessary, the matter is investigated, and a referral is submitted to the client legal via email (but this will soon be done through the HOOVER Case Management System).
Bond forfeitures

All bond forfeitures are recorded by the Bondsman in the Trackum system.
Staff review and manually enter in the AS/400 system.

Release of deposit
A request for release of deposit can be made.
The liability must be $0.00 for the request to be reviewed.
Upon approval, the Trackum system and the AS/400 are manually updated.

The client needs a system that will autofill standardized letters (canned text) for mailing and/or emailing. These letters and notifications must be kept in the electronic record of the bail bondsman or bail bonds agency.
Legal referral memo
Late notice of monthly report based on due date and company/person name.
The client needs a user interface that replaces Trackum and allows users to enter and update their data.
The client needs a system capable of doing arithmetic calculations (multiplications, divisions, percentages, comparisons) and make operational decisions based on the outcome.

The client needs a system that can report on the following:
Liability Report
Total liabilty reported from Surety Company;
Total liability reported from Bondsman;
Special Deposit amount reported from Surety Company;
Special Deposit amount reported from Bondsman;
CALCULATED Required special deposit amount;
CALCULATED Difference between Surety Company and Bondsman reported liabilities;
Both by $ and by %
Indicate those >10% by a font or color change, and a separate exceptions report
CALCULATED Ratio writing liability using either the 20:1 or 10:1 ratio; and

Standard ratio is 20:1 (reported liability amount/20)
Exception ratio is 10:1 (reported liability amount/10) - those indicated above would meet this exception
COUNT Number of months flagged in the last twelve (12) months.

The 12 months should be rolling
Report Submission Query
Identify the date the monthly report is due and compare it with the day each Surety and Bondsman submits their report as requested.
Indicate those outstanding or late by a font or color change and a separate exception report as requested.
Bondsman Activity
Company Name;
Amount of new business;

Self-reported
Outstanding business; and
Premiums.
Settled Amounts (Fines assessed)
Report showing closed and settled legal cases;
Amount of fine;
Date fine issued;
Date fine paid; and
Amount paid.
Late Report Query/Report
Need all Surety, Bondsman, and MCAs to report their monthly data by the 15th of each calendar month, unless the 15th is a weekend or Holiday, in which, the next business day is the due date.
