This role leads to the modernization of the Secretariat's application delivery capabilities by establishing scalable, secure cloud platforms, modern DevOps practices, and automated infrastructure that enable rapid deployment of business applications while ensuring compliance with Commonwealth technology standards and security requirements.Working closely with the Director of Engineering Innovation, Secretariat Chief Information Officer (SCIO), EOTSS, agency leadership, and development teams, the Director develops technology strategies that improve developer productivity, accelerate application delivery, and enhance the reliability, scalability, and security of enterprise systems.The Director oversees technology operations for EOED offices located throughout the Commonwealth, including end-user support, infrastructure, hardware and software deployments, application planning, and major technology projects. The position evaluates organizational needs, recommends technology solutions, establishes implementation priorities, and provides leadership for initiatives that enhance service delivery, strengthen cybersecurity, and support the Secretariat's long-term objectives.The primary work location for this role will be One Federal Street, Boston, Massachusetts 02110. The work schedule for this position is Monday through Friday, 9:00 AM – 5:00 PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.Duties and Responsibilities:Lead Cloud Infrastructure, Developer Operations, and Enterprise Technology Services: Provide strategic and operational leadership for EOED's cloud infrastructure, developer operations (DevOps), enterprise applications, databases, and IT infrastructure. Lead the modernization of cloud platforms and developer environments by establishing scalable, secure, and repeatable infrastructure, deployment processes, and operational standards that support rapid, reliable application delivery.Drive Technology Strategy and Governance: Partner with the Director of Engineering Innovation, Secretariat Chief Information Officer (SCIO), EOTSS, agency leadership, and business stakeholders to develop and execute EOED's Information Technology Strategic Plan. Establish technology priorities, governance practices, enterprise standards, and multi-year roadmaps that align technology investments with business objectives while ensuring compliance with Commonwealth policies and security requirements.Lead Technology Delivery and Operational Excellence: Oversee enterprise technology operations, including cloud infrastructure, end-user computing, networking, application environments, and major technology initiatives. Evaluate organizational needs, establish implementation priorities, and lead efforts to improve service delivery, infrastructure reliability, operational efficiency, and secure deployment of business applications.Build and Lead High-Performing Technical Teams and Partnerships: Provide leadership for infrastructure, cloud, database, application development, developer operations, and end-user support functions. Oversee workforce planning, vendor and systems integrator relationships, resource allocation, staff development, and cross-functional collaboration to ensure successful delivery of technology services and strategic initiatives.Advance Cloud, DevOps, and Modern Software Delivery: Collaborate with development teams and EOTSS to implement modern software delivery practices, including cloud infrastructure, environment management, deployment automation, and AI-enabled software development lifecycle (SDLC) capabilities. Drive continuous improvement initiatives that accelerate secure, compliant application deployment while enhancing developer productivity and operational resilience.Lead Business Continuity and Technology Resilience: Direct the development, testing, and continuous improvement of disaster recovery, Continuity of Operations (COOP), and Continuity of Government (COG) plans. Ensure critical systems remain secure, resilient, and recoverable while identifying technology investments that strengthen organizational continuity and long-term operational readiness.Lead IT Operations, Business Applications, and User Support: Oversee EOED’s IT infrastructure, cloud services, databases, business applications, and user support operations to ensure secure, reliable, and highly available technology services. Manage system performance, maintenance, helpdesk support, incident response, access controls, cybersecurity remediation, infrastructure modernization, and technical support for platforms such as Salesforce, including configuration, integrations, connectivity, testing, enhancements, and vendor coordination. Troubleshoot issues across infrastructure, database, application, and user-facing layers while working with EOED agencies, EOTSS, and other technology partners to ensure supported platforms meet operational needs and enable effective service delivery.Other duties, as assignedPreferred Knowledge, Skills and Abilities:Five (5) years of experience and demonstrated knowledge of enterprise information technology infrastructure, cloud platforms, developer operations, and modern application delivery practices.
