Site Security Manager, USARC DEERS/RAPIDS Yorktown Systems Group is seeking a highly qualified Site Security Manager to provide administrative support services to the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO). Summary The USARC Command currently operates ICOs in different locations throughout the United States. The main responsibility of these Common Access Card (CAC) offices is to provide Department of Defense (DoD) CACs and Uniformed Services Identifications (USIDs) to eligible recipients to ensure authorized personnel have identifications to secure and allow efficient physical access to Government facilities, secure web sites, and email systems. The USARC ICOs are also tasked with operating identification issuance systems, and issuing CACs to uniformed service members, retirees, family members/dependents and other eligible recipients such as contractors assigned to work with USARC. The Defense Manpower Data Center (DMDC) is responsible for providing all functional oversight for the ICOs equipment, software and maintenance of the Defense Enrollment and Eligibility Reporting System (DEERS)/ Real-time Automated Personnel Identification System (RAPIDS) sites. Responsibilities Perform complex tasks and respond to routine questions regarding policy and procedures; provide guidance to VO/ID Card Operators; provide reports on time or attendance of other personnel. Support each of the RAPIDS functions, including but not limited to: CAC cardstock and consumables management – ordering, management, accountability. Policy and procedure compliance. Site administration and security – maintain site’s address information for RAPIDS Site Locator. Documentation and training. Installation of new hardware components such as mouse, fingerprint scanner, smart card reader. Validation of individuals whose fingerprints cannot be captured. Document overrides when a CAC recipient does not have proper identification documents. Use of the automated card management system. Maintain “ID Card Office Online” oversight. Review audit trail reports. Evaluate audit trail reports to monitor fraud, waste, and abuse, maintaining records for one year and/or during the period of performance. All SSMs shall complete the VO training. Provide administrative support services to effectively staff the designated USID Card Office during hours of operation. Accountability, control, verification, and issuance of USIDs and CACs for active duty military, reserve and National Guard members, military retirees, family members/dependents, and other eligible recipients. Process identification issuance requests and support the Government’s issuance of identification badges for building and system access in accordance with regulations and DoD policy directives. Operate the USARC’s USID Card Issuance Systems to verify information and conduct background checks with 100% accuracy. Perform all required USID and CAC issuance verification tasks, including researching source documents, verifying eligibility, and discussing entitlements per regulations and the RAPIDS Training Guide. All Contractor personnel staffing RAPIDS workstations shall be certified as “VOs.” Ensure uniformed service members, their family members, and other eligible beneficiaries receive the DoD benefits to which they are entitled. Perform all VO tasks, including: Protect privacy and confidentiality of data on the RAPIDS terminal screen. Verify identity of card recipients prior to entering applicant data in RAPIDS. View and scan documents establishing eligibility before entering data into DEERS or issuing ID cards. Enter DoD Sponsor and family member information, issue ID cards, suspend privileges, and update DEERS as necessary. Process and complete DEERS/RAPIDS input and updates accurately and in a timely manner; maintain all required information and records in the system. Operate DEERS RAPIDS equipment to update and maintain electronic and paper filing systems to support CAC statistics, hiring actions, and entry of additional CAC information. Job Requirements Required Qualifications: High school diploma (or equivalent) and one year of customer service experience, preferably in an HR-related position or DEERS/ID card experience. Ability to perform various administrative tasks and procedures and exercise discretion. Proficient in oral and written communication; working knowledge of Microsoft Word, Outlook, and basic office equipment such as computers, copiers, fax machines, scanners. Successfully complete RAPIDS certification, following PWS 1.16. Clearance: An active SECRET security clearance is required for all positions located at the USARC G-1 (Fort Bragg, NC). Other positions require a National Agency Check with Inquiries (NACI) Tier 1 investigation and background check.
