GENERAL PURPOSE
Under general supervision, this position serves as the City's liaison on emergency preparedness issues, coordinates training programs and emergency operations drills, assists departments with their emergency and mitigation plans, grant application and administration, and administers the submittal process for Federal and State reimbursement claims for the City's costs during emergency operations; and performs other related duties.

Education and Experience: Possession of a Bachelor's degree in Business/Public Administration, Fire Science, Emergency Management or a related field from an accredited college or university; AND three (3) years of responsible experience in public administration, research and finance, grants application and administration, including three years of emergency management experience; OR an equivalent combination of training and experience.

The purpose of this examination is to establish an eligible list from which vacant position(s) may be filled.
Only the most qualified candidates will be invited to participate in the examination and interview process. Phase one (1) is a written examination (weighted 50%) which will measure all or portions of the above knowledge, and skills. Phase two (2) is an oral examination (weighted 50%) that will be administered by an appraisal panel to evaluate professional qualifications, background and suitability. A passing score for each phase is 70%. Each candidate will be notified via e-mail of their status at each step of the recruitment. The City of Compton reserves the right to utilize alternative testing methods, if deemed necessary. Failure in one phase of the examination shall be grounds for declaring the applicant as failing in the entire examination, and as disqualified for subsequent parts of an examination. All City employees that attain a score of 70.00 on EACH PHASE of the examination but an overall score of less than 75.00 will be placed on the open-competitive eligible list only. Each eligible list shall remain in effect one (1) year from the date of its establishment unless it is extended, abolished or exhausted. Whenever possible, three (3) names are certified to fill any one (1) vacant position. No candidate may be certified more than three (3) times for any one classified position. When certifying eligible lists to appointing powers, the promotional eligible list takes precedence over the open-competitive eligible list. - Provides staff support to the Fire Chief and the City Manager's Office to coordinate actual or potential emergency preparedness or response efforts.
- Serves as the City's liaison on emergency preparedness issues with the United States Federal Emergency Management Agency, the State of California Office of Emergency Services, the Los Angeles County Office of Emergency Management, Area E and other local municipalities.
- Coordinates training programs and emergency operations exercises and drills to prepare City department staff to respond quickly and effectively to emergencies.
- Develops cost estimates and makes budget projections.
- Develops, maintains and updates the City's Multi-Hazard Function Plan.
- Responds to Emergency Operation Center (EOC) and coordinates operations during natural or man-made disasters.
- Writes memos, City Council Reports, Damage Reports, and other administrative reports.
- Advises departments on their emergency plans and coordinates interdepartmental activities.
- Applies for and administers federal and state grants.
- Administers the process for submitting federal and state reimbursement claims for City's costs during and after emergency operations.
- Serves as the City's Radiological Defense Officer.
- Represents the City on various internal and external task forces and committees.
- Directs and supervises the Emergency Preparedness/Community Emergency Response Team (CERT) volunteer program.
- Reviews state and federal proposed legislation affecting emergency operations and provides recommendations.
- Remains current on emergency management laws, regulations, strategies and trends.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Performs related duties and responsibilities as assigned.

- Integrating and applying the concepts of comprehensive emergency management (mitigation, preparedness, response and recovery) into the City's disaster programs.
- Identifying and analyzing the effects of hazards that threaten the City.
- Securing technical and financial assistance available through state and federal programs and grants.
- Interpreting federal and state funding regulations as they impact the City.
- Gathering pertinent facts, making thorough analyses, and arriving at sound conclusions.
- Working cooperatively with other City employees, representatives from state, county and local governments, and the public.
- Producing written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.
- Communicating orally in a face-to-face one-on-one setting, in group settings, or using a telephone.

- Work is performed in primarily in an office environment and in an outdoor setting and will require some work in high temperatures (above 80 degrees) and low temperatures (40-60 degrees).
