Requisition No:881840 Agency: State Courts System Working Title: OPS COURT PROGRAM SPECIALIST II - 22094023 This position is subject to legislative appropriations and is currently funded through June 30, 2027. Funding has been and may continue to be renewed annually. Veterans Treatment Court is one of eight Problem-Solving Courts operating in the Eleventh Judicial Circuit. The goal of problem-solving courts is to facilitate rehabilitation of carefully screened and selected defendants who are willing to try to change their behavior. Instead of a jail sentence, defendants are given counseling, treatment for their addictions or illnesses, educational assistance, and healthcare support. After successfully completing all phases of treatment, participants graduate and are released from court supervision. Successful completion from the program may result in a reduction or dismissal of the pending charges or the imposition of a more favorable sentence, depending on the terms of the participant’s individual contract. Upon graduation, first-time offenders will have their case nolle prossed (no prosecution) and may qualify to have their arrest record sealed or expunged, which is a significant benefit for future employment and career opportunities. For other offenders, their case may result in adjudication withheld. The essential function of this position within the organization is to perform case management functions for Veteran Treatment Court clients. The primary role of this position is to assist the court in providing case management services and court supervision to veteran participants and consistently monitoring court and treatment progress and compliance. Case managers will gather and track up-to-date case information and prepare court reports, facilitate communication between all parties, schedule client case conferences, recommend options and alternatives for court consideration and minimize duplicate efforts. The position works under the supervision of the Veterans Treatment Court Coordinator and work is reviewed on the basis of case staffing, conferences, reports, and review of case files. Responsibilities Orients participants to Veterans Treatment Court program requirements and phases. Develops and update individualized case plans based on participant needs and goals. Maintains regular in-person contact with participants through weekly office visits and monitoring sessions. Coordinates referrals and links participants to needed services, including mental health care, trauma treatment, substance-use services, housing support, employment assistance, and other community resources. Monitors participant progress, including adherence to treatment plans and schedules, toxicology compliance, and fulfillment of court requirements. Communicates consistently with treatment providers, community resources, attorneys, probation officers, and members of the VTC team to ensure coordinated case management. Prepares timely and accurate reports for staffings and court hearings summarizing participant progress and concerns. Consults and advocates for participant needs and barriers during staffings, treatment planning meetings, and court proceedings Maintains accurate electronic case files and documents all case activity in the program’s online databases according to established standards. Obtains and manages required releases of information in accordance with confidentiality laws. Engages participant support systems as part of the recovery and case-planning process. Conducts urinalysis drug screenings. Provides crisis-intervention and de-escalation support as needed. Supports participant transitions, including moving from residential treatment to outpatient care and preparing for the completion of court supervision. Prepares participants for long-term success by reviewing relapse-prevention and care-continuity plans, ensuring access to community resources, and encouraging engagement in prosocial activities and supportive networks. Participates in required training, supervision meetings, and professional development activities. Follows the chain of command for communication and issue resolution. Perform additional duties as assigned by the Veterans Treatment Court Coordinator. Qualifications Bachelor's degree in psychology, criminal justice, mental health counseling, or a closely related field. Additional relevant experience may substitute for the recommended educational level on a year-for-year basis. Three (3) years of related professional experience. Additional relevant education may substitute for the recommended experience on a year-for-year basis, excluding supervisory experience. Certified Addiction Professional or Certified Mental Health Professional preferred. Knowledge, Skills and Abilities (KSAs): Knowledge of the organization, functions, responsibilities and procedures. Proficient understanding of substance use, mental health disorders, and co-occurring conditions outlined in the Diagnostic and Statistical Manual of Mental Health Disorders- 5th edition (DSM-V TR). Knowledge of state and federal statutes regarding patient confidentiality laws. Knowledge of the 12-Step Programs (addiction and recovery) and ten (10) key components of a treatment-based court. Knowledge of mental health related issues, substance abuse and community resources. Ability to work as a team member and have communication, organizational, and excellent interpersonal skills. Ability to use independent judgement and discretion concerning confidential information. Ability to integrate resources, policies, and information for the determination of procedures, solutions, and other outcomes. Ability to express ideas clearly to judges and representatives of government agencies, and the public. Ability to adapt and handle multiple tasks with changing priorities, within required deadline. Capacity to efficiently organize tasks, strategize, and prioritize goals while exercising independent judgement aligned with organizational policies. Ability to maintain good working relationships with the judiciary, project and court partners, staff, volunteers, clients, and other personnel. Proficiency in both verbal and written communication. Ability to understand and adhere to court policies and procedures regarding personal conduct, workplace violence, safety, drug and alcohol-free workplace, computer and telecommunications use, e-mail and internet use, and confidentiality. Proficiency in executive data entry tasks, utilizing Microsoft Office suite and our web-based systemFlorida Drug Court Case Management System(FDCCM). Ability to work under stressful conditions and be flexible in relation to program needs. Ability to seek out learning experiences and incorporate new knowledge into practice. Working Conditions/Physical Demands/Licenses Certifications Working Conditions: Moderate noise; business office setting. Physical Demands: Work involves a significant amount of standing, walking, sitting, talking, listening, stooping, and reaching with hands and arms. Must be able to transfer up to 10 pounds. Licenses Certifications: Must possess a valid Florida Driver's License and have an approved insurance carrier if personal vehicle will be used to maintain contact with program participants outside of courthouse locations. Certified Addiction Professional (CAP or CAAP- 1 or 2) preferred.
