Lead Statewide Home Rehabilitation That Makes Florida Homes Safer

Rebuilding Together Greater Florida (RTGFL) is seeking an experienced, hands-on executive to serve as Vice President of Home Rehabilitation and lead the statewide delivery of our residential rehabilitation programs.

This is a senior leadership role for a decisive, results-driven construction and operations professional who can build strong teams, establish accountability, improve project performance, and ensure that home rehabilitation projects are completed safely, efficiently, on schedule, within budget, and in compliance with funding and regulatory requirements.

The Vice President of Home Rehabilitation reports directly to the Chief Executive Officer, serves as a member of the Executive Leadership Team, and has organization-wide responsibility for RTGFL’s home rehabilitation operations throughout Florida.

About the Role

The Vice President of Home Rehabilitation will establish and execute a consistent statewide strategy for RTGFL’s home rehabilitation work. This executive will oversee geographically dispersed construction teams, active project portfolios, departmental and project budgets, contractor performance, quality control, compliance, and operational risk.

RTGFL is seeking a confident and decisive executive who will establish clear expectations, make timely decisions, and hold staff and contractors accountable for their performance. This leader must be willing to have difficult conversations, address underperformance directly, and make necessary decisions even when those decisions may be unpopular.

This is not a passive oversight position. The Vice President must take ownership of departmental results, identify problems before they escalate, remove operational barriers, and ensure that commitments are fulfilled. The successful candidate will lead with professionalism and fairness while prioritizing accountability, operational discipline, and the organization’s mission over avoiding conflict or seeking personal approval.

The Vice President will work closely with the CEO and other executive leaders to ensure that rehabilitation capacity, financial resources, program commitments, compliance requirements, and organizational growth remain aligned with RTGFL’s mission and strategic priorities.

Key Responsibilities

Executive and Departmental Leadership

• Serve as RTGFL’s senior executive leader for home rehabilitation.
• Participate in organization-wide strategic planning, budgeting, and operational decision-making.
• Develop and execute a statewide rehabilitation strategy, annual operating plan, and measurable departmental goals.
• Establish clear priorities, decision-making authority, performance expectations, and operating standards across all districts.
• Make timely operational decisions and take ownership of departmental performance and results.
• Recruit, lead, coach, and develop Construction Managers, Construction Coordinators, and other assigned team members.
• Maintain appropriate staffing and contractor capacity for current and projected workloads.
• Establish a culture of accountability, ownership, urgency, operational discipline, collaboration, and continuous improvement.
• Address performance concerns, missed expectations, and recurring operational issues promptly and directly.
• Recognize and develop strong performers while taking appropriate corrective action when performance does not meet expectations.

Statewide Operations and Project Performance

• Direct the daily operations of the Home Rehabilitation Department and maintain executive-level visibility over the statewide project portfolio.
• Monitor rehabilitation projects from assignment through construction, reimbursement, and final closeout.
• Establish scalable workflows, operating procedures, controls, and reporting standards across all districts.
• Set clear project priorities and ensure that staff understand their responsibilities, deadlines, and expected results.
• Identify operational challenges before they affect project delivery and implement timely corrective action.
• Intervene when projects are delayed, over budget, deficient, or otherwise not progressing as required.
• Improve project timelines, cost efficiency, departmental productivity, and predictability.
• Resolve complex construction, operational, contractor, and homeowner-impact issues.
• Remove operational barriers and ensure that unresolved problems do not continue without clear ownership and action.
• Use reliable performance data to evaluate results and drive departmental improvement.

Quality, Safety, and Compliance

• Ensure projects are completed safely, on time, within approved budgets, and in accordance with organizational and funder requirements.
• Establish effective controls for scopes of work, cost estimates, schedules, change orders, inspections, approvals, and closeout documentation.
• Ensure permitting, safety, quality-control, inspection, and closeout requirements are consistently completed.
• Hold staff and contractors accountable for deficient work, incomplete documentation, missed deadlines, and failure to follow established procedures.
• Maintain complete, accurate, timely, and audit-ready project files.
• Identify and address operational, financial, safety, contractor, compliance, and reputational risks.
• Ensure corrective actions are implemented and sustained when deficiencies are identified.
• Support audits, monitoring reviews, investigations, and regulatory responses involving home rehabilitation operations.

Financial and Resource Management

• Develop, manage, and monitor the Home Rehabilitation Department budget.
• Oversee project budgets, expenditures, cost controls, forecasting, and resource allocation across districts.
• Review financial and operational reports and take timely action when results vary from plan.
• Hold responsible staff accountable for accurate forecasting, budget management, supporting documentation, and timely financial reporting.
• Coordinate with Finance regarding reimbursements, grant compliance, reporting, and cash-flow implications.
• Identify opportunities to reduce costs, improve efficiency, and responsibly expand rehabilitation capacity.
• Ensure that organizational and grant-funded resources are used responsibly and in accordance with applicable requirements.

Contractor and Vendor Oversight

• Provide executive oversight of contractor recruitment, qualification, procurement, selection, contracting, and performance.
• Maintain productive contractor relationships while enforcing contractual, scheduling, safety, quality, documentation, and compliance requirements.
• Establish clear expectations for contractor performance and ensure that those expectations are consistently enforced.
• Ensure contractor performance is evaluated and documented.
• Require timely corrective action when contractors fail to meet RTGFL’s standards or contractual obligations.
• Direct or recommend the suspension or removal of contractors when performance, safety, quality, compliance, or reliability concerns warrant such action.
• Protect RTGFL’s interests while maintaining fair, professional, and transparent contractor relationships.

Executive Collaboration and External Relations

• Advise the CEO and Executive Leadership Team regarding rehabilitation performance, capacity, risks, resource needs, and strategic opportunities.
• Provide clear, timely, and accurate reporting regarding project status, departmental performance, emerging risks, and corrective actions.
• Partner with Program leadership to coordinate homeowner service and project delivery.
• Collaborate with Finance, Development, and People and Organizational Risk on budgets, grants, staffing, performance management, compliance, and organizational risk.
• Escalate material concerns to the CEO with a clear assessment and recommended course of action.
• Represent RTGFL, as authorized, with funding agencies, contractors, inspectors, local governments, and community partners.
• Communicate professionally and directly, including when addressing difficult issues, enforcing expectations, or resolving conflict.

Minimum Qualifications

• Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field, or an equivalent combination of education and experience.
• At least 10 years of progressively responsible experience in residential rehabilitation, construction management, or comparable operations.
• At least seven years of leadership and supervisory experience, including responsibility for managers or geographically dispersed teams.
• Demonstrated experience overseeing multiple projects, departmental budgets, contractors, operating systems, and performance-improvement initiatives.
• Demonstrated experience establishing performance expectations, addressing underperformance, and holding employees and contractors accountable.
• Strong knowledge of residential construction, rehabilitation, permitting, inspections, project management, contractor oversight, safety, and quality control.
• Demonstrated ability to make difficult decisions, manage conflict, exercise sound judgment, and follow through on corrective action.
• Demonstrated ability to operate at an executive level and communicate effectively with senior leaders and external stakeholders.
• Ability to manage competing priorities and remain decisive in a fast-paced, geographically dispersed environment.
• Ability and willingness to travel regularly throughout Florida.

Preferred Qualifications

• Executive leadership experience in nonprofit housing rehabilitation, affordable housing, disaster recovery, or another mission-driven construction environment.
• Experience leading organizational or departmental change and improving the performance of an established team or operation.
• Experience administering federally, state, or locally funded housing programs, including HOME, CDBG, SHIP, FEMA, or HUD-funded programs.
• OSHA certification.
• Florida Certified General Contractor license or a comparable construction credential.
