Position Summary: We are seeking an experienced Director of Risk Management to lead the strategic development and execution of enterprise risk management, safety, insurance, and loss control programs for Port Tampa Bay. This position will partner with executive leadership and the Board to identify, assess, and mitigate organizational risks while protecting critical assets, operations, employees, and the public. Reporting directly to the Chief Financial Officer, this position exercises critical judgment and considerable initiative in administering all facets of risk management functions. Essential Functions & Duties:
- Administers the Port's loss control program including handling all insurance claims made against and on behalf of the Port, including liability, property, marine, etc.
- Supports Grants and Finance staff in compiling data and preparing FEMA claims.
- Prepares reports relative to trends, policy development and implementation, recommending solutions or courses of action regarding risk management functions.
- Review and establish minimum insurance and indemnity requirements for vendors, contractors, service providers, tenants, and other third parties when conducting business with the Port.
- Identify, analyze and mitigate risks to critical services.
- Investigate accidents and incidents, compile and prepare data in support of investigations or litigation, and work with attorneys to assist with litigation. Make recommendations for improvement and/or illumination of future incidents.
- Meets with Insurance Brokers and Insurance Carriers (property and Casualty lines) on a monthly basis to review open claims, and the insurance needs of the port as business operations change.
- Negotiate insurance pricing and coverage terms (including extensive peer and industry benchmarking with the assistance of broker and industry resources). Evaluate and recommend insurance coverage levels for all programs (auto, property and Casualty, etc.).
- Understand public and life safety issues/regulations as they pertain to buildings and public traffic flow.
- Provides reports in accordance to goals and expectations in a timely fashion.
- Develops specifications and makes recommendations for the training and purchase of new or improved safety equipment.
- Lead monthly safety initiatives (in collaboration with senior management) and report any findings, issues, or recommended improvements throughout the port.
- Facilitates training for employees and staff in safety related issues.
- Responsible for hiring, supervising and training department staff.
- Participate in preparedness activities and drills. Supports seaport incident command structure in assigned roles for disaster and emergency management.
- Administer PTB's license program including processing applications and evaluating compliance.
- Supervise staff working in Risk Management roles.
- Responsible for hiring, training, mentoring, and completing performance evaluations for Risk Management staff.
- During emergency conditions, all PTB employees are automatically considered essential employees and may be subject to recall. These events may include, but are not limited to, natural, man-made, or public health emergencies. Employees may be expected to perform emergency and/or recovery operations outside of their normal assigned responsibilities and routine working hours.
- Performs other duties as assigned.
- Must possess a thorough and comprehensive knowledge of the principles of risk management.
- Extensive ability to organize, direct and provide oversight and guidance to the work of staff.
- Extensive ability to supervise and motivate to achieve high levels of productivity.
- Extensive ability to communicate effectively and clearly, both orally and in writing, to PTB executive management, peers and subordinates.
- Extensive ability to establish and maintain effective working relationships with subordinates, peers, management, customers and the general public,
- Demonstrate knowledge of and ensure compliance with local, state and federal laws and the Port's Enabling Act.
- Implement and monitor effective and efficient internal controls to ensure the integrity of data and reports.
- Demonstrate the ability to tactfully enforce PTB risk management policy.
- Demonstrate a high level of integrity and be trustworthy.
- Demonstrate the ability to be detail-oriented and use good judgement to ensure the accuracy of data and cost-effectiveness.
- Be aware of and mitigate risk factors.
- Bachelor's Degree with at least five (5) years in a significant risk management position.
- Professional Risk Management Certification such as Certified Risk Manager (CRM) or Associate in Risk Management (ARM) preferred.
- Experience in administration and review of property and casualty insurance practices including but not limited to: Property, Liability, Workers Compensation, Flood, Fiduciary, D&O, Environmental Liability, and Surety.
- Understanding of construction projects, contracts, leases, Maritime Operation, safety regulations and requirements.
- Proficiency with Microsoft Office programs (Word, Excel, PowerPoint and Outlook).
Special Requirements: Incumbent must possess a current and valid Florida Motor Vehicle Operator's License or capable of obtaining one within thirty days from the date of hire. Must successfully pass a seaport security background check. Work Environment: Work is performed primarily indoors though the employee will be required to go out of the office on from time to time. Employee will be in contact with chemicals (i.e., toner for copier and facsimile machines), and materials (i.e. paper) normally found at offices. Employee will also be exposed to minimal noise and vibration. Physical Demands While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools or controls. The employee is occasionally required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. Frequent computer use. The employee must occasionally lift and/or move objects up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.
Position Type/Expected Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.
