Recruitment Specialist

Reports To: Program Director / Assistant Program Director About Family Services of America Family Services of America (FSA) is a CARF-accredited behavioral health and child welfare organization and a licensed foster care agency in the state of North Carolina, headquartered in North Carolina. FSA provides trauma-informed, evidence-based care to children and families, including licensed foster care and therapeutic foster care, case management, clinical and behavioral health services, and wraparound supports. The Opportunity The Recruitment Specialist is an outcomes-driven role responsible for recruiting, engaging, and moving prospective foster families from initial inquiry through onboarding, training, licensing, and retention. This position requires strong recruitment, marketing, community outreach, and data-management skills to build a reliable pipeline of qualified foster parents and track progress using clear metrics. Please note: This is a grant-funded, term-limited position for up to three years. Continuation is contingent on grant funding. What You Will Own Develop and execute recruitment and marketing strategies to identify, attract, and retain prospective foster families. Manage the foster parent recruitment pipeline from inquiry through orientation, application, training, licensing, onboarding, and retention. Track recruitment outcomes, conversion rates, onboarding milestones, follow-up activity, and licensing progress using data dashboards, spreadsheets, or similar tracking tools. Use data metrics to identify gaps, improve follow-up, strengthen outreach strategies, and meet recruitment goals. Build community partnerships, referral sources, and outreach opportunities that generate qualified foster parent inquiries. Create or support candidate-friendly recruitment messaging, outreach materials, presentations, social media content, and event promotion. Prioritize recruitment of bilingual and culturally appropriate foster homes reflecting the demographics and needs of children served. Coordinate closely with Licensing / Foster Care Specialists to move families through the onboarding process efficiently and accurately. Required Qualifications Bachelor's degree in social work, human services, marketing, communications, business, or a related field; OR equivalent relevant experience. Experience in recruitment, marketing, community outreach, foster home development, sales, admissions, enrollment, or another pipeline-driven role. Strong data-management skills, including the ability to track inquiries, follow-up activity, onboarding milestones, conversion rates, and recruitment outcomes. Comfort using Microsoft Excel, spreadsheets, databases, CRM-style tracking systems, Smartsheet, or similar tools to manage recruitment metrics. Strong communication, relationship-building, follow-up, presentation, and community engagement skills. Must be at least 21 years of age. Employment is contingent on successful completion of all required background checks and credentialing, including FBI fingerprint, state repository, child abuse and neglect, and sex offender registry checks, and proof of immunity to vaccine-preventable respiratory diseases. Preferred Qualifications Foster care recruitment, foster parent licensing, or foster home development experience. Experience running outreach campaigns, community presentations, referral campaigns, social media outreach, or grassroots marketing efforts. Experience managing a recruitment funnel, admissions pipeline, sales pipeline, enrollment process, or other measurable conversion process. Bilingual (English/Spanish) preferred. Knowledge of NC DSS/DHHS foster home licensing and CARF standards. Success Measures Number and quality of foster parent inquiries generated. Inquiry-to-orientation, orientation-to-application, and application-to-licensing conversion rates. Timeliness and accuracy of follow-up, onboarding documentation, and pipeline tracking. Progress toward monthly, quarterly, and annual foster family recruitment goals. Retention and engagement of approved foster families in collaboration with program staff. Compensation and Benefits Salary: $49,300 – $58,000 annually, commensurate with experience.
