Community Service Officer
City of Fort Lupton, Colorado
Under general supervision, performs a variety of technical duties in direct support of the Patrol Division including but not limited to, report taking, case follow up, sex offender registration/verification functions, court order fingerprinting, and feedback survey completion. Reports to a Patrol Sergeant or the Patrol Lieutenant and works closely with Police staff. Required to wear a uniform, soft body armor, and carry a variety of equipment. The following duties and responsibilities are not all inclusive. Other duties may be assigned. Proactively assists with crime prevention and public relations and engagement duties. Assist Patrol functions. May be required to respond in emergencies in a support capacity, and may direct traffic at crime and accident scenes. Completes required paperwork, forms, and police reports related to duties, in person, by telephone, and other electronic means. Completes follow up as requested Videocollection, canvas neighborhoods for leads, follow-up facilitation, etc. Assist Patrol supervision with completion of victim feedback surveys, verification of case status, and pending follow up requests. Perform extra patrol requests and traffic complaint monitoring. Assist disabled motorists. May deliver files/paperwork, notices and evidence as directed. Completes sex offender registration Local and State information collection, report completion, photo collection, and Address, vehicle, and media verifications. Report taking Website reporting review and follow up. Identity theft cases where there is no suspect information, Handles walk in reports and either takes the reports or refers it to patrol, Accepts third-party reports, supplemental reports and statements, Takes lost and found reports (ID, passport, license plate, driver’s license) Assist Code Enforcement when necessary to Enforce code and ordinance infractions, Perform VIN inspections, Reports violations to code enforcement, Assist with animal control functions. Assists with Municipal Court security Handles parking complaints Deploy, monitor and retrieve the speed trailer as needed. Operates a City vehicle, mobile data terminal and police radio in performance of duties.
LIMITATIONS:
Community Services Officers are specially limited and prevented from participating in various aspects of law enforcement duties as follows: Crimes in progress Fights in progress Alarms Traffic stops Domestic Disturbances Noisy parties Suspicious persons, vehicles and noises Any other call which would constitute a hazard for an unarmed officer. The CSO shall immediately call for a sworn officer to take over any assignment he/she is handling, if circumstances indicate a sworn officer is needed. The CSO shall obey all traffic laws while on duty and shall not drive with emergency equipment operating on department vehicles. The emergency lights will be used to give warning when assisting in traffic control. The CSO shall not be assigned to or become involved in any assignment which requires the use of force. The CSO shall assume no police powers except where assignments call for traffic direction, or the issuing of a parking and city ordinance violation CSO’s do not have Police arrest powersDISTINGUISHING CHARACTERISTICS

Procedures, methods, and techniques to be used are well established with options to be considered well defined. Detailed oral and/or written instructions are normally given during the training period. Duties assigned are repetitive and restricted in scope but may beofsubstantial intricacy. Employee primarily applies standardized practices. Work product is subject to continual review.INTERPERSONAL COMMUNICATIONS:
Contacts with public and/or employees under stressful or emergency conditions where an immediate service is rendered and explanatory or interpretive information is exchanged, gathered or presented. Interact with upset, argumentative, or aggressive citizens. Frequently required to work closely with members of other Departments to accomplish objectives. May be required to take direction and input from other Department supervisors.PHYSICAL DEMANDS:
Work is generally performed in the field environment. The job requires visiting residences, businesses, and other locations to meet with victims, witnesses, owners, and other individuals; conduct inspections; and issue citations. May be required to visit unsafe locations. While performing the duties of this job, the employee is regularly required to sit,stand, walk, talk, use hands, fingers, handle, feel, or operate objects, and stoop, kneel, crouch, or crawl. The employee is occasionally required to reach with hands and arms. Employee must communicate clearly and effectively; must understand and be understood. On occasion, the employee may be required to climb and balance. The employee must occasionally carry, pull, push, or lift up to 20 pounds. Specific vision abilities required by this job include close and distance vision acuity and the ability to adjust his or her focus, allowing a broad field of vision. It is essential that the employee be physically able to operate a variety of computer and office equipment successfully in order to fulfill the essential functions of this position.WORKING ENVIRONMENT:
Pressure due to multiple calls and inquiries. Subject to many interruptions. Subject to varying and unpredictable situations. May be exposed to extremes of heat and cold in all weather conditions, vibration, and heights. Walking and driving in all weather conditions, including inclement weather conditions. Subject to hazardous conditions where there is danger to life, body, and/or health. Assist with emergency or crisis situations.QUALIFICATIONS:
Safe and efficient work practices as they relate to job duties. Basic principles, practices and techniques of criminal investigation. General City services and municipal organizational structure. Demonstrate exceptional customer service. Read, analyze and interpret general instructions periodical, journals, technical procedures and governmental regulations in English. Demonstrate ability to write reports, business correspondence, and summonses. Ability to speak and understand, read, and write Spanish preferred. Education, Training and Certification Requirements: High school diploma or equivalent. Able to work evenings and weekends. Valid Colorado Class “R” Driver’s License at time of application. Must maintain a valid driver’s license during employment. Must be able to obtain CJIS certification. Must be able to obtain notary public certification. Cannot have any disqualifying criminal history.PREFERRED EXPERIENCE:
Minimum of two years of experience involving a high level of public contact working within the area of community services, code enforcement, investigation or customer service.
