Police Officer

Work involves responsibility for the protection of life and property; for the prevention, detection and investigation of crimes; and for maintaining law and order. Work involves an element of personal danger and generally is performed in uniform. Specific assignments are received from superior officers and are carried out in accordance and established rules, polices and procedures; however, employees must be able to act without direct supervision in meeting emergencies. Work is reviewed through reports, inspections and observation of results obtained.

Examples of duties include patrolling a designated area in the city on foot, by motorcycle, or in a patrol car to prevent and discover the commission of crime and to enforce traffic regulations; answering calls and complaints; administering first aid; operating radar/laser equipment on speed checks; serving warrants. Conducting preliminary investigations at the scene of crime and serious accidents, conducting searches of persons, crime scenes in order to gather evidence, locating and interviewing witnesses; making arrest and interrogating prisoners. Directing traffic at interactions and at accidents. Processing the scene of crime or accident (taking photographs, performing gunshot residue test) making criminal record checks and writing detailed reports on computer and paper. Making investigations of complaints and crimes involving juveniles; making referrals to court or social agencies, interviewing and counseling juveniles, parents and other interested parties; checking areas or establishments frequented by juveniles for harmful conditions or influences. Transporting prisoners, mental patients and juveniles; taking custody of prisoners, maintaining order, providing for their needs and supervising their activity; appearing in court to present evidence and testify against persons accused or crimes. Performing related work as required.

Minimum qualifications include graduation from high school or GED certificate; experience and/or training in dealing with the public. Must be at least 21 years of age in good physical condition at the time of appointment. Must hold a valid Ohio driver's license. Must have the Ohio Peace Officer Training Academy (OPOTA) certification. Currently certified as a Police Officer in the State of Ohio with a minimum of 12 months of full or part-time experience with a Police Agency. Experience must be in the following activities: Enforcing state and local criminal laws and ordinances; Enforcing state and local traffic laws and ordinances. Making physical arrest; investigating traffic accidents; Operating an emergency vehicle; Responding to calls for service involving conflict management/mediation. Or a cadet who has recently completed (OPOTA) certification with less than a year of police experience, that can pass all of the qualification factors. Must have good moral character; agility, alertness, tact, firmness and exercise good judgement. All candidates for employment with the City of Youngstown must be a resident of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire.

Each applicant considered for appointment will be subject to a complete background investigation, and the following: (1) A POLYGRAPH TEST/VOICE STRESS ANALYSIS (LIE DETECTOR); (2) A PSYCHOLOGICAL TEST; (3) DRUG TESTING; (4) CREDIT REPORT; (5) EMPLOYMENT HISTORY. Applicants must meet the above required qualifications to be considered. Examination information: Type: Training and Experience Evaluation. Applicant's grade will be determined based on Education and Experience found in the application and resume. Each applicant is required to submit a detailed resume of his/her education and experience at the time of filing application. The Civil Service Commission reserves the right to review and evaluate any and all information contained in the application or resume. Lack of honesty will result in immediate removal from the eligibility list. All copies of diplomas, licenses, certificates, and resumes must be uploaded at the time of filing. Original college transcripts are required as verification of educational attainments. Examination bonus points will be added to passing scores (70%) for the following qualifications. The maximum total bonus percentage attainable by an applicant is 20% of the applicant's passing score. 10% - Graduate with a B.S./B.A. from a college/university - Original sealed college transcript required. 15% - Proof of City Residency - submit four (4) different proofs of residency from one (1) year ago and four (4) current proofs of residency – total of eight (8). 15% - Reserve Component Status - Proof of completion of initial entry-level military training required. 20% - Military Veterans - Copy of DD-214 showing 180 of consecutive days of service with honorable discharge required. The Civil Service Commission reserves the right to extend the bonus point deadline if an applicant is enrolled in the police or fire academies during the application period for accreditation from the State of Ohio. These Applicants must provide written documentation to the commission before the date the eligibility list is established that they have completed the requirements of an Ohio accreditation (Amendment 17-01). As provided for in Youngstown City Ordinance ORD-11-244 and in accordance with the City of Youngstown Charter, Section 52 (E) any candidate who is a bona fide resident of the City of Youngstown for at least one year immediately prior to an entry level examination and remains a resident citizen of the City of Youngstown throughout the selection process, as determined by the Civil Service Commission, at the time of filing his or her application for examination, shall, if a passing grade is attained, have a credit of fifteen percent (15%) added to his or her raw score. To qualify the applicant must show proof of residency by submitting four (4) different proofs of residency from one (1) year ago and four (4) different current proofs of residency including but not limited to: Driver's License, Bank Statements, Utility Bills, Mortgage Release/Lease, and/or Insurance Statements etc.
