Project Approval Oversight Specialist - Telework Hybrid

Job Description and Duties

This position is located at the DMV Headquarters in Sacramento.

The Department of Motor Vehicles (DMV) is seeking a detail-oriented Information Technology Specialist I (ITS I) to support enterprise level IT projects within the Project Approval Lifecycle (PAL) framework. Under the direction of the IT Manager I, the ITS I performs duties in IT Project Management and Business Technology Management, including communication, cost, integration, organizational change, planning, procurement, quality, risk, stakeholder, schedule, and legislative management. The role supports DMV's IT portfolio by developing and maintaining project control documentation. Key Responsibilities • Develop PAL stage gate documentation and collaborate with SMEs to produce PAL deliverables. • Ensure documentation complies with SAM/SIMM requirements. • Build project plans, monitor progress, track milestones, and provide leadership updates. • Support project closure, lessons learned, and knowledge transfer. • Create and maintain project artifacts (charters, risk assessments, cost benefit analyses). • Engage stakeholders, validate requirements, and coordinate input across teams. • Identify risks, implement mitigation strategies, and support quality assurance. • Conduct cost benefit analyses, track expenditures, and assist with Budget Change Proposals (BCPs) and Spring Finance Letters (SFLs).

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: • Three (3) + years leading PAL initiatives across all four (4) stages, or experience with a similar structured project-management framework. • Five (5) + years performing requirements analysis and drafting project scope (functional/non functional requirements, epics, features, user stories). • Five (5) + years or formal training in both Agile and Waterfall methodologies. • Three (3) + years collaborating with IT Acquisitions/Procurement on RFPs, RFOs, RFIs, and SOWs aligned to scope, schedule, and budget. • Three (3) + years working with IT, Program, and Budget Office teams to develop/support BCPs and SFLs for PAL related projects. • Bachelor's degree in Computer Science, Management Information Systems, or a related field from an accredited institution (preferred). • Project Management Institute (PMI) Project Management Professional (PMP) certification (preferred). • Excellent interpersonal and communication skills; proven ability to build strong partnerships across departments. • Demonstrated analytical and problem-solving skills; ability to assess complex issues, identify root causes, and recommend effective solutions. • Experience working with State of California control agencies such as California Department of Technology (CDT), California Transportation Agency (CalSTA), Statewide Technology Procurement (STP), and Department of Finance (DOF).
