A detailed resume is required in order to submit your application. The city of Las Vegas invites applications for City Clerk. This position will direct, manage, supervise, and coordinate the programs and activities of the City Clerk's Office; to manage the registers and papers belonging to the City; and to keep an accurate record of all proceedings of the City Council and other City boards and commissions. The ideal candidate is a highly organized and knowledgeable municipal professional with strong leadership skills and a thorough understanding of public records, open meeting laws, and legislative processes. They excel at managing official records, accuracy of public meeting agendas and minutes, coordinating elections, and ensuring full legal compliance. This individual is an effective communicator who works well with elected officials, staff, and the public, handling sensitive issues with professionalism and discretion. They are a proactive leader who improves processes, mentors staff, and maintains a high standard of transparency and service. The ideal candidate is committed to upholding the integrity of the City's records, supporting effective governance, and delivering exceptional customer service to the community.

Supervision Received and Exercised: Receives administrative direction from the Deputy City Manager. Exercises direct supervision over technical and clerical staff.

Example of Duties

Essential and Marginal Functions

  1. Assume management responsibility for all services and activities of the City Clerk's Office including maintaining custody of official records and archives of the City and coordinating public notifications; serve as Records Management Administrator for the City and Chairman of the Records Management Committee; develop and implement City-wide records management procedures; and review records retention and disposition schedule for all City departments.
  2. Direct the preparation, review, and editing of City Council and Redevelopment Agency Annotated Agenda, Minutes, and transcripts; assure preparation of Clerk's agenda pages and prepare documentation; review Council/Agency agenda and documentation package; assure compliance with legal requirements.
  3. Receive and file claims and lawsuits against the City; serve as appeals officer for protest and approval petitions, and work card appeals; prepare and certify information and/or provide disposition.
  4. Develops, implements and administers the City's lobbyist registration and reporting program, including registration, disclosure, renewal, compliance tracking, public access to records and required reporting.
  5. Receive and process formal petitions relating to affidavits of candidacy, campaign contribution and expenditure reports, financial disclosure statements, initiatives, referendums or recalls; examine and certify results; receive and process petitions relating to matters pertaining to the City.
  6. Coordinate and conduct City elections; serve as Deputy Registrar; prepare appropriate resolutions and ordinances for Council adoption; prepare election booklet and all forms necessary for candidates to run for office; research election laws.
  7. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures. Plan, direct, coordinate and review the work plan for the City Clerk's Office; assign work activities, project and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  8. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to City Clerk's Office programs, services, policies and procedures, and staffing as appropriate.
  9. Select, train, motivate and evaluate City Clerk's Office personnel; provide or coordinate staff training; work with employees to correct deficiencies and implement discipline and termination procedures.
  10. Oversee and participate in the development and administration of the City Clerk's Office budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
  11. Perform ceremonial functions as necessary or directed; notarize documents.
  12. Prepare reports or other correspondence as appropriate and necessary.
  13. Provide official notification to the public regarding public hearings including legal advertising of notices.
  14. Attest, publish, index and file ordinances and resolutions.
  15. Execute official City documents; maintain custody of City Seal; administer and file oaths of office and oaths of allegiance.
  16. Serve as liaison for the City Clerk's Office with other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
  17. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
  18. Provide responsible staff assistance to the Deputy City Manager.
  19. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  20. Perform related duties and responsibilities as required.
Minimum Requirements

Minimum Requirements

Six years of increasingly responsible managerial, supervisory, or administrative experience in the fields of records management, office management, or a related field, preferably in municipal government; including two years of managerial or supervisory experience.

Bachelor's degree from an accredited college or university with a major in public administration, or a related field. A combination of formal education and directly related work experience may substitute for the degree. The City assesses 1.5 years of full-time experience as equivalent to one year of education.

Possession of, or ability to obtain, an appropriate, valid Notary Public License.

Possession of an appropriate, valid Certified Municipal Clerk Certification is desirable.

Develop and administer, program goals, objectives and procedures. Prepare and administer large and complex budgets. Prepare clear and concise administrative and financial reports. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply federal, state and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Maintain effective audio-visual discrimination and perception needed for:

COMPENSATION

  • Employees may be eligible for annual performance-based merit increase or cash bonus in first pay period of fiscal year.
  • City Manager and City Council may approve annual cost of living increase.

BENEFITS

Uniform Allowance Applies to uniformed executives in Fire & Rescue, Public Safety, and Municipal Court, currently $1,500/year

Retirement Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.
