Senior DHMSM Executive Communications and Technical Writing Lead
Function: Executive Communications, Technical Writing and Editing, Program Governance, Action Management, and Internal Communications
Program: Department of Defense Healthcare Management System Modernization, MHS GENESIS Communications
Location: Arlington, Virginia. Onsite three to four days each week, with occasional remote work based on program needs. Candidates must reside within commuting distance of the Arlington office.

POSITION SUMMARY
BCG Federal is seeking a Senior DHMSM Executive Communications and Technical Writing Lead to support the Department of Defense Healthcare Management System Modernization (DHMSM) Program Management Office within the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS). PEO DHMS delivers and sustains healthcare technology across the Military Health System, while DHMSM manages the acquisition, integration, operation, sustainment, and continued improvement of MHS GENESIS, the Department of Defense enterprise electronic health record.
This position owns the development, coordination, substantive editing, and delivery of executive briefings, program reviews, leadership presentations, formal memoranda, operational communications, tasker responses, and other high visibility DHMSM products through required Government review and approval. The individual will work directly with Government leaders, program managers, technical teams, action officers, communications personnel, and contractor organizations to ensure information is accurate, complete, clearly written, properly coordinated, and ready for leadership use.
The successful candidate must be an experienced technical writer and communications lead who can understand complex healthcare technology and program information, identify missing or conflicting content, organize contributions from multiple offices, manage compact review cycles, and produce clear materials for executive, technical, operational, and workforce audiences. This is an onsite, customer facing role requiring strong judgment, professional presence, and direct ownership of deliverables from initial request through final approval and distribution.
CORE RESPONSIBILITIES
Executive Communications and Program Governance
- Lead the development and delivery of recurring executive and program governance products, including quarterly senior governance briefings, Quarterly Program Reviews, federal electronic health record modernization materials, monthly All Hands presentations, and other leadership reviews
- Establish schedules, templates, contributor assignments, review meetings, approval steps, and final delivery dates for high visibility communications products
- Coordinate with Government leadership, program managers, technical subject matter experts, acquisition personnel, operations teams, product teams, and contractors to obtain complete and accurate information
- Convert program accomplishments, technical information, schedules, risks, issues, decisions, metrics, and upcoming priorities into clear executive narratives, briefing slides, talking points, and decision materials
- Identify and resolve incomplete information, conflicting data, unsupported statements, inconsistent terminology, and unclear leadership requests before products are presented or released
Technical Writing, Editing, and Formal Communications
- Serve as the senior technical writer and editor for DHMSM presentations, memoranda, support agreements, executive correspondence, reports, operational notices, tasker responses, and other program documents
- Translate complex healthcare technology, acquisition, testing, integration, sustainment, cybersecurity, clinical, operational, and program management information into unambiguous language appropriate for the intended audience
- Perform substantive editing for logic, organization, accuracy, clarity, tone, terminology, grammar, punctuation, formatting, and consistency with Government standards, including rewriting or restructuring content when necessary
- Develop and maintain templates, editorial standards, review checklists, naming conventions, style guidance, and instructions for recurring communications products
- Manage formal memoranda, agreements, and correspondence through required coordination, concurrence, signature, distribution, and records retention processes
Action Management and Operational Communications
- Manage communications assignments received through the Enterprise Task Management Software Solution 20 (ETMS2), including reviewing requirements, identifying contributors, establishing internal deadlines, tracking progress, consolidating input, and supporting final approval and submission
- Ensure coordinated responses directly address the assigned requirement and resolve missing content, conflicting information, duplicative language, inconsistent terminology, and formatting differences before Government review
- Develop, coordinate, distribute, and retain communications concerning MHS GENESIS downtime, maintenance, service degradation, restoration, operational impacts, and other time sensitive events
- Work with technical and operational personnel to verify the facts, affected users, timing, impact, required actions, update schedule, distribution audience, and approved message
- Manage expedited communications and review cycles while protecting accuracy, consistency, appropriate disclosure, and required documentation
Stakeholder Coordination and Program Integration
- Plan and facilitate preparation sessions, communications meetings, support scrums, Program Management Office meetings, action officer meetings, production management meetings, and other recurring program forums
- Develop agendas, identify required participants, distribute preparation materials, document decisions, assign actions, and track follow up through completion
- Coordinate communications across DHMSM, PEO DHMS, the Defense Health Agency, federal electronic health record partners, Government offices, and supporting contractor organizations
- Provide limited communications and editorial support for congressional or Government affairs requests when assigned, including coordination of program inputs and review of response materials
- Support program changes, organizational realignments, staffing transitions, contract transitions, and other activities requiring clear internal communications and continuity of information
- Represent BCG Federal professionally during onsite customer meetings and maintain effective working relationships with Government and contractor personnel
Records, Process Improvement, and Team Continuity
- Maintain organized Government approved repositories for briefings, tasker responses, memoranda, agreements, source documents, approval records, and final products using appropriate naming, version control, access, distribution, sensitivity, and records retention practices
- Ensure approved products and supporting records can be located, verified, reused, and transferred during staffing, program, or contract transitions
- Protect Controlled Unclassified Information, procurement sensitive information, pre-decisional information, privacy information, and other restricted content in accordance with Government requirements
- Improve communications workflows, review cycles, approval processes, document control, and recurring meeting preparation to reduce missing inputs, version conflicts, inconsistent messaging, and last minute corrections
- Develop standard operating procedures, recurring product calendars, contact lists, product inventories, transition materials, editorial guidance, and quality control checklists
- Cross train communications personnel and serve as the senior resource for difficult writing, editing, coordination, and executive communications assignments
JOB REQUIREMENTS
- Bachelor’s degree in English, communications, journalism, public affairs, technical writing, information systems, public administration, business, healthcare administration, or a related field
- Six or more years of progressively responsible work in Government communications, technical writing, executive communications, program communications, or communications support for a complex technology, healthcare, or acquisition program
- Advanced technical writing and substantive editing skills involving complex technical, operational, healthcare, acquisition, software, or program management information
- Demonstrated ability to develop executive briefings, program reviews, governance materials, presentations, memoranda, formal correspondence, decision materials, leadership communications, and time sensitive operational notices
- Ability to manage high visibility products from initial requests through content collection, drafting, coordination, editing, approval, presentation, distribution, and records retention
- Ability to coordinate Government leaders, program managers, technical subject matter experts, action officers, and contractor teams while managing multiple deadlines and competing priorities
- Strong command of grammar, punctuation, document organization, plain language, Government writing practices, and presentation development
- Advanced proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and Teams, with working knowledge of Adobe Acrobat Pro, electronic signatures, PDF forms, and document accessibility
- Familiarity with federal task management, action tracking, correspondence routing, approval processes, executive review forums, and Government records requirements
- Strong meeting facilitation, stakeholder coordination, organization, judgment, deadline management, and follow through
- Ability to work independently, identify gaps or inconsistencies, resolve unclear requirements, and adjust quickly when Government priorities change
- Ability to work onsite in Arlington, Virginia, three to four days each week and attend additional in person customer meetings when required
- Direct experience supporting DHMSM, MHS GENESIS, PEO DHMS, the Defense Health Agency, Federal Electronic Health Record Modernization, Department of Defense healthcare, or a comparable federal technology program is strongly preferred
- US citizenship and the ability to obtain and maintain required Government suitability, Common Access Card, network access, and program system access are required
