POSITION TITLE

Limestone Plant - Engineering Reliability & Facilities Leader

POSITION OVERVIEW

Under direction of Plant Manager, maintains an efficient, well-trained force to perform the various duties of the Plant Engineering and Maintenance Departments which include maintenance and operation of all plant and service equipment, buildings and utilities of the plant, plant security, plant sanitation, installation and relocation of service and production equipment, maintenance of plant buildings and fire protection equipment, and supervision of maintenance of grounds. Limestone’s ESM is also the environmental specialist. The Environmental Engineer is responsible for the overall coordination, implementation, and execution of environmental affairs for the plant. These responsibilities include but are not limited to: the areas of waste water treatment, air emissions solid waste, hazardous waste, operator certification, asbestos management, spill response, auditing, SARA, storm water, PCB management, environmental file maintenance, and training. The Environmental Engineer is responsible for being knowledgeable of the regulations applicable to the location and for staying abreast of the state if the art treatment and abatement technologies. The Environmental Specialist us responsible for leading programs for the minimization and elimination of waste streams to all media (land, air, and water). 

JOB RESPONSIBILITIES 

Engineering Reliability, Maintenance & Technical Support 

• Establish and maintain effective equipment reliability, preventive maintenance, predictive maintenance, and repair procedures to minimize production downtime, supply costs, and labor costs. 

• Provide technical leadership for plant electrical systems, power distribution, motors, drives, controls, production equipment, service equipment, buildings, and utilities. 

• Assist other departments with electrical, controls, mechanical, facilities, and equipment-reliability issues. 

• Identify and correct quality-system nonconformities related to the function. 

• Ensure personnel have the training, qualifications, resources, and authority required to perform their work safely and effectively. 

• Communicate changes in company policies, standards, and procedures to Engineering Services engineers, specialists, technicians, and other team members. 

• Develop team capability and maintain appropriate backup coverage for key positions and critical technical responsibilities. 

Facilities, Utilities & Capital Projects 

• Coordinate the design, construction, installation, relocation, and modification of plant facilities and equipment following management approval. 

• Recommend necessary changes, additions, repairs, and improvements to plant equipment, utilities, infrastructure, and facilities. 

• Maintain and protect plant buildings, infrastructure, utilities, equipment, grounds, and property. 

• Lead efforts to optimize the use of fuel, electricity, natural gas, compressed air, water, and other utilities. 

• Advise management regarding equipment purchases, physical-plant condition, utility capacity, service equipment, operating costs, and technical concerns. 

• Prepare project scopes, cost estimates, capital requests, and supporting financial information. 

• Coordinate and monitor work performed by contractors, vendors, engineering firms, and other external service providers. 

• Audit grounds and facility maintenance to ensure conditions meet location expectations. 

Safety, Emergency Preparedness & External Partnerships 

• Ensure safe equipment, work practices, and engineering standards are consistently maintained. 

• Maintain responsibility for the condition and operation of plant fire-protection systems and related procedures, implementing improvements as needed. 

• Serve as liaison with insurance representatives and coordinate completion of approved recommendations. 

• Maintain effective relationships with local police, fire, emergency-response, and other governmental agencies as needed. 

• Meet all company education and training requirements. 

Leadership, Budget & Collaboration 

• Determine staffing requirements and lead, coach, mentor, and develop the Engineering Services team. 

• Promote associate engagement, collaboration, accountability, development, and positive working relationships. 

• Control departmental labor and material expenses consistent with safe and effective reliability and engineering practices. 

• Maintain a high degree of cooperation with Operations and other department leaders. 

• Remain informed of developments in electrical engineering, controls, reliability, utilities, facilities, environmental compliance, and manufacturing technology. 

Environmental Management System 

• Lead and maintain Limestone's Environmental Management System and ISO 14001 requirements, including the Limestone Environmental Management Systems Manual. 

• Ensure environmental programs comply with applicable federal, state, local, corporate, and location requirements. 

• Maintain current environmental files in accordance with Corporate Legal and Corporate Environmental procedures. 

• Maintain a tracking and follow-up system so regulatory reports, filings, tests, and permit-renewal applications are submitted on or before applicable deadlines. 

• Immediately elevate matters that may be of regulatory interest to location management. 

• Lead environmental programs involving natural-resource conservation, energy and water reduction, waste minimization, and pollution prevention. 

Air Emissions 

• Maintain a current site map identifying applicable air-emission sources. 

• Partner with Corporate Environmental to prepare permit renewals, construction permits, and other required documentation. 

• Maintain knowledge of air-permit requirements and establish processes to collect data demonstrating compliance. 

• Ensure required emissions testing, calculations, reporting, observations, monitoring, and recordkeeping are completed accurately and on time. 

• Monitor emission-source performance; immediately report adverse trends or permit excursions and recommend corrective action. 

• Partner with Process Improvement and Engineering Services to eliminate air toxics and reduce other emissions. 

• Verify the accuracy of emissions-based calculations, submissions, and fees. 

• Respond appropriately to plant-neighbor concerns and consult Corporate Environmental as needed. 

Waste Management 

• Maintain periodic solid-waste data and submit required information to the appropriate corporate environmental representative. 

• Develop and implement solid-waste and hazardous-waste reduction plans. 

• Ensure procedures and training are in place for proper solid-waste handling, disposal, landfill-shipment tracking, and recordkeeping. 

• Establish and maintain procedures for characterization, handling, storage, and disposal of hazardous waste, non-hazardous chemical waste, and used oil. 

• Maintain disposal manifests, accumulation logs, and supporting environmental records. 

• Conduct required audits of waste-accumulation areas and complete required training for waste characterization and manifest authorization. 

Asbestos & Spill Response 

• Ensure asbestos-containing materials are identified, documented, and labeled, and that approved procedures and records are maintained for removal or abatement projects. 

• Maintain a current Spill Response Plan and procedure, including emergency contacts and escalation information. 

• Ensure associates receive applicable spill-response training and that adequate spill-containment kits are maintained. 

Environmental Audits, SARA & Stormwater 

• Establish and maintain an internal environmental audit program using the plant Environmental Cross-Functional Team. 

• Respond promptly to Corporate Environmental, regulatory, and external audits by developing and implementing corrective actions. 

• Maintain procedures for responding to regulatory inspections and audits. 

• Maintain periodic SARA-release data, develop reduction plans, and submit required SARA Title III reports and supporting documentation by applicable deadlines. 

• Maintain current Safety Data Sheets for applicable chemicals and ensure required notifications to local and state entities remain current. 

• Ensure required stormwater containment measures are completed and maintained. 

• Implement procedures necessary to comply with stormwater regulations and permits and conduct required associate training. 

• Perform other assignments as requested by management. 

QUALIFICATIONS - REQUIRED 

• Bachelor's degree in Electrical Engineering, Mechanical Engineering, Industrial Engineering, Engineering Technology, or a closely related technical discipline.

• Five or more years of progressively responsible experience in manufacturing engineering, electrical systems, equipment reliability, facilities engineering, utilities, or a related industrial environment. 

• Three or more years of experience leading technical employees, skilled trades, engineers, contractors, or cross-functional project teams. 

• Demonstrated experience with industrial electrical systems, power distribution, motors, drives, controls, and plant utility systems. 

• Experience developing or improving preventive and predictive maintenance and equipment-reliability programs. 

• Experience coordinating engineering projects, equipment installations, facility improvements, and outside contractors. 

• Experience managing departmental expenses, project costs, capital expenditures, or operating budgets. 

• Working knowledge of manufacturing safety requirements, fire-protection systems, emergency-response processes, and applicable regulatory standards. 

• Ability to interpret technical documentation, equipment specifications, electrical drawings, engineering drawings, permits, and regulatory requirements. 

• Proficiency with Microsoft Office applications and applicable engineering, maintenance, or environmental management systems. 

QUALIFICATIONS - PREFERRED 

• Bachelor's degree in Electrical Engineering or Electrical Engineering Technology. 

• Experience with programmable logic controllers, variable frequency drives, industrial automation, process controls, and electrical power-distribution systems. 

• Experience with computerized maintenance management systems and reliability-performance metrics. 

• Experience in a continuous manufacturing or textile manufacturing environment. 

• Experience with air emissions, wastewater, stormwater, hazardous waste, solid waste, SARA, spill response, asbestos management, and environmental permitting. 

• Working knowledge of ISO 14001 or experience maintaining an Environmental Management System. 

• Experience leading energy conservation, utility optimization, waste reduction, or natural-resource conservation projects. 

• Experience applying Lean manufacturing, root-cause analysis, Six Sigma, or other continuous-improvement methodologies. 

• Professional certification related to reliability, energy, electrical systems, environmental management, project management, or facilities management.
