The Associate Director of Supported Employment (ADSE) oversees the Supported Employment (SE) program by supervising SE team members and being the administrative liaison to other coordinators within the Behavioral Health and Workforce Development Departments. The Associate Director will provide strategic vision and tactical support to realize the full potential of the program and to ensure adherence to the Individualized Placement Services (IPS) evidence-based outcome model and fidelity scale. The Associate Director of Supported Employment (ADSE) oversees the Supported Employment (SE) program by supervising SE team members and being the administrative liaison to other coordinators within the Behavioral Health and Workforce Development Departments. The Associate Director will provide strategic vision and tactical support to realize the full potential of the program and to ensure adherence to the Individualized Placement Services (IPS) evidence-based outcome model and fidelity scale. Key Responsibilities:
- Provides managerial oversight and support to SE program, ensuring successful collaboration among all elements (employment services, behavioral health services, and vocational rehabilitation supports) of ECS's SE program.
- Oversees SE program outreach efforts to ensure successful implementation of SE program marketing campaign.
- Accepts SE referrals and assigns Employment Specialists to work one-on-one with participants.
- Collaborates with BH leadership to ensure successful collaboration.
- Supervises SE team weekly using case examples and following SE principles and procedures.
- Supervises a team of IPS Employment Specialists and IPS Benefits Counselor.
- Acts as the point person for SE and as a liaison to other workforce development and ECS department coordinators.
- Oversees and supports collaboration between Employment Specialists and Behavioral Health team, to ensure that services are successfully integrated.
- Supports problem-solving of programmatic issues (such as referral process, workflow issues, collaboration problems, etc.).
- Attends a meeting for each behavioral health treatment team on a quarterly basis.
- Provides support in the field to team members, when necessary.
- Ensures provision of highest quality of services, data collection and quality and adherence to outcome objectives.
- Documents all processes, programmatic aspects, and policies for this new program.
- Collaborates with data and analytics to fulfill reporting requirements for program.
- Provides SE services to small caseload (fewer than 10 participants), as needed.[NH1]
- In partnership with Workforce Development and Behavioral Health leadership, seeks out new funding opportunities to sustain and expand ECS's IPS program, in collaboration with Development Department.
- Manages relationships with partners (e.g. Dept of Rehabilitation), and IPS program consultants.
- Holds the primary relationship with SAMHSA (the IPS program funder).
- With the Workforce Development and Behavioral Health Directors, regularly assesses the strengths and weaknesses of the IPS program and activities, updating systems and operations, as needed.
- With the Workforce Development and Behavioral Health Directors, presents the IPS program externally to community organizations and networks, including speaking engagements, at conferences, funder collaboratives, etc.
- Ensures full compliance with contracts and regulatory agreements.
- Other related duties as assigned.
- Bachelor's degree at minimum, preferably in social work, counseling, or relatable degree. [MH1] [NH2]
- Prior experience as an employment specialist, assisting individuals with high acuity mental health issues in obtaining and maintaining competitive employment is desired.
- Certification as a Certified Workforce Development Professional (CWDP) or IPS Certified desired.
- Three to five years management experience in workforce development programs, with emphasis on successful program management, business development and operations.
- Experience in staff supervision, leadership development, and team-building.
- Experience working with severely low income and unhoused individuals.
- Willingness to work with a diverse workforce and participant population with tact and respect.
- Ability to be flexible and adapt to changes as this program responds to lessons learned and emerging needs.
- Strong written, verbal, and interpersonal communication skills.
- Strong initiative, with a flexible, collaborative work style.
- Highest integrity.
- Strong computer proficiency, including proficiency in use of Microsoft Office suite (Outlook, Excel, Power Point, etc.) as well as strong proficiency in use of database programs to collect, monitor and measure program outcomes.
- Understanding of and alignment with the mission and values of Episcopal Community Services.
- Demonstrate behavior that supports the organization's mission, vision, and values.
- Adhere to all program, funder, and organizational policies, and procedures.
- Communicate effectively and model integrity, fairness, and ethical business practices.
