Northampton County Commissioner of Revenue

The Northampton County Commissioner of Revenue is currently accepting applications for entry position, Real Estate Appraiser I. Under the direction of the Commissioner of Revenue, the position aims to serve the public and the County of Northampton County in ensuring assessments and ownership of real property is fairly and equitably administered, as well as serving all responsibilities trusted by the state and county. Northampton County is an EOE. Essential functions include but are not limited to: Provide customer service, including, but not limited to assistance and information related to real estate ownership, property lines, assessments, procedures, forms, fees, and tax relief programs; to assist the public in using the public access computer terminals and GIS mapping computer; and to assist in routine questions that may lead to land record research and problem resolution. Under the supervision of the Commissioner of Revenue and the County Appraiser, identify, locate, evaluate, and appraise real property in the County for taxation purposes. Visit county properties to inspect parcels and measure structures under varying weather and temperature conditions to collect, evaluate, and record property data. Determine type of construction, grade of materials, quality of workmanship, and other technical data needed to arrive at the assessed value. Maintain CAMA system to ensure property information aligns with property information, which may include long periods of time inputting property data. Reviewing and analyzing sales and assessment data. Discussing and explaining assessments and changes in value with property owners. Calculate and process exonerations, supplements, and refunds for properties that were discovered with incorrect assessments given new information provided by the property owner, a site visit, or legal documentation. Attend classes to obtain Residential Evaluation Specialist (RES) certification from the International Association of Assessing Officers (IAAO). Must pass IAAO Course 101: Fundamentals of Real Property Appraisal within first eighteen (18) months of employment. Must pass IAAO Courses 102: Income Approach to Valuation and 300: Fundamentals of Mass Appraisal within thirty (30) months of employment. Acquire Master Commissioner designation from the Commissioner of the Revenue Association of Virginia. Any other responsibilities designated by the Commissioner of Revenue to fulfill office responsibilities. Minimum requirements to perform work: Requires High School diploma or GED.
