Supervisory Social Worker (Mental Health Special Programs)

Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities VA Careers - Social Work: Total Rewards of a Allied Health Professional The Supervisory Social Worker is responsible for the professional and administrative management of the Health Care for Homeless Veterans Program, the Suicide Prevention Program, and the Mental Health Occupational Therapy Program. The incumbent coordinates VA programs with services available in the community. Clinical Functions A. Conducting behavioral health and mental health biopsychosocial assessments. B. Making sound professional judgments regarding clinical impressions, treatment approaches, and treatment planning. C. Coordinating with internal and external professionals to ensure appropriate transitions of care and appropriate/ necessary treatment is provided/offered to Veterans. D. Establishing and maintaining knowledge of VA and Veteran's benefits and services, community resources, and process for making appropriate referrals to community and other governmental programs or agencies. E. Providing advocacy to overcome potential barriers to access care/services and when it is in the best interests of the Veteran. F. Provides goals of care discussions, as well as education and assist in the completion of Advance Directives; release of information forms; and Guardianship documentation. G. Assesses for signs and symptoms of abuse, neglect and exploitation. H. Conducts practice in accordance with the VA and discipline specific ethical requirements and practices within the limits of current licensure or certification. I. Completing on-call duties, as assigned and per policy, which may include transportation of a Veteran. J. Conducts Virtual Visits in modalities preferred by patients and utilizes Consult Toolbox functions. Administrative Functions A. Possesses and demonstrates ability to communicate effectively, both orally and in writing with people from varied backgrounds. B. Possesses skills in using computer systems and the internet for Veterans who choose this modality to communicate. C. Serves on supervisor approved committees, work groups, and task forces at the local facility, VISN or national level. Collaborates in performance improvement processes and complies with performance measures as required by the VA for specific population/program. D. Attends and participates in all required administrative and clinical meetings. E. Maintains accurate, timely, and complete clinical records in accordance with professional practice and VA administration guidelines. F. Maintains data and statistical compilations to comply with accreditation bodies such as Joint Commission and VA health care systems policies and procedures. Role Specific Tasks A. The Supervisory SW ensures that high quality outpatient-based treatment programs/services remain consistent with the evolving health care needs of the total veteran patient population utilizing an evidence-based, best-practice approach. The incumbent is directly responsible for the success of all direct patient care programs and support activities provided by the above programs. B. In fulfillment of assigned clinical responsibilities, the incumbent must have the ability to accomplish the following: Independently plan work to be accomplished, set priorities and establish schedules or accomplishments of work assigned, and meet multiple deadlines. Knowledge of supervisory duties which include clinical supervision, consultation, negotiation with other departments and quality improvement. Delegate authority, manage priorities, coordinate work and follow up on pending issues to complete duties in an accurate and timely fashion. Develop or as in the case of some professional level team members, participate in the development of performance standards C. The incumbent provides personnel with authoritative advice, guidance and direction regarding current and future year therapeutic programming, program structure, resources, necessary to the efficient and effective satisfaction of current and projected demands for service D. The incumbent provides direction, advice, counsel and instruction in the provision of comprehensive bio­psychosocial rehabilitation, long term health maintenance services and outpatient substance use services E. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Education Requirement: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure Requirement: Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to Grandfather Provision. A Social Worker employed in VHA on the effective date of the qualification standard (9/10/2019) who did not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria) Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. AND Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. Preferred Experience: Mental Health, leadership, leading crisis response scenarios. For further information, visit: Additional Information Position maybe filled as a Staff Psychologist/Social Worker/Licensed Professional Mental Health Counselor Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
