Glenn County is primarily an agricultural community with mountains on the west, the Interstate 5 corridor taking you through rich farm land, and the Sacramento River bounding the east side of the County. With over 1,188 farms, agriculture remains the primary source of Glenn County's economy. Major commodities include rice, almonds, milk products, prunes and livestock. Glenn County was incorporated on March 5, 1891. The County seat, Willows, was created on March 11, 1891. Glenn County was developed out of the northern portion of Colusa County and was named for Dr. Hugh J. Glenn, who was the largest wheat farmer in the state during his lifetime, and a man of great prominence in political and commercial life in California. Glenn County has a population of 28,122. The Substance Use Disorder Counselor I/II position is located within the Behavioral Health Division of the Health and Human Services Agency. This position provides substance use disorder services to individuals and families, including client engagement, assessment, case management, counseling, crisis support, referrals, care coordination, and documentation. The Substance Use Disorder Counselor II is the journey-level classification within the series and performs the full range of assigned duties, including responsibility for direct client services and more complex cases. This position is scheduled for forty (40) hours per week. This position will be limited term until Fiscal Year 2029-2030.

WHAT YOU’LL DO

Conducts initial screenings and assessments of potential clients; gathers and assesses relevant background information; evaluates the severity of client problems and determines the appropriate level of care; formulates treatment and discharge plans designed to aid in social adjustment. Provides individual and group, counseling, crisis intervention, collateral services, case management services, and other services as identified in the treatment plan with a focus on rehabilitating substance use disorders; monitors treatment and evaluates progress; advocates for clients with outside agencies. May be asked to make determination of crisis situation and authorizes 72 hour holds for placements as needed. Adheres to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended; the Health Insurance Portability and Accountability Act (HIPAA) of 1996 (Public Law 104-191); 42 CFR Part 2 Confidentiality and Privacy for Substance Use Disorder Treatment; maintains and enforces all aspects of confidentiality of client information. The ideal candidate will have knowledge of substance abuse life cycle symptoms and behaviors, as well as excellent interpersonal and communication skills, and be compassionate towards clients and their families regardless of the circumstances.

MINIMUM QUALIFICATIONS

EXPERIENCE:

I - Some experience in social or behavioral services or related field desired. II - One (1) year of full-time experience performing duties comparable to a Case Manager I classification.

EDUCATION:

I/II - High school diploma or GED equivalent. Associate’s degree in social or behavioral sciences or a related field desirable.

LICENSE OR CERTIFICATE:

I/II - Possession of, or ability to obtain a valid California driver’s license. Possess and maintain registration or certification equivalent to Certified Alcohol Drug Counselor certification from a California Department of Health Care Services approved certification program. Bi-Lingual services highly desired. HOLIDAYS: 13 paid holidays per year and an additional twenty four hours of Holiday Leave. An employee must be employed the last working day before and the first working day after the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits. VACATION: 88 hours (approximately 11 working days) per year during the first 2 years of service; 128 hours (approximately 16 working days) per year during years 3 through 12; 168 hours (approximately 21 working days) per year during years 13 through 19; 208 hours (approximately 26 working days) per year after 20 full years of service. SICK LEAVE: 96 hours (approximately twelve working days) per year of paid sick leave. BEREAVEMENT LEAVE: 40 hours with pay for each instance for immediate family members. Immediate family includes spouse, child, stepchild, grandchild, stepparent, parent, grandparent, parent-in-law, grandparent-in-law, brother-in-law, sister-in-law, brother or sister. LONGEVITY: Service is based on employment with Glenn County. The County shall provide a longevity differential above the employee’s base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 2%, after 20 full years of service 2%, after 25 full years of service 2% and after 30 full years of service 2% for a total of 13%. HEALTH PLAN: Glenn County contracts with PERS for medical insurance. The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium. VISION PLAN: The County pays the employee premium for a vision plan with EyeMed. The employee may enroll dependents at the employee’s expense. DENTAL PLAN: GCGU employees are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy-up (PPO) Plan and DeltaCare (HMO) Plan. The employee pays 100% of the premium through payroll deduction. DEFERRED COMPENSATION: The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long-term savings plans): Voya, Nationwide and Edward Jones. SHORT TERM DISABILITY: The County coordinates with State Short Term Disability Insurance for regular employees. LIFE INSURANCE: The County pays the premium on a $10,000 Term Life Insurance policy for regular County employees. The employee pays the premium for optional life insurance. RETIREMENT: The County participates in the Public Employees’ Retirement System (PERS) which is coordinated with Social Security. The employee is responsible for 100% of the employee’s portion. Unused accrued sick leave can be converted to service credit at retirement. SUPPLEMENTAL RETIREMENT: GCGU employees participate in the Laborers’ International of North America (Industrial) Pension Fund.
