Job Summary

This position leads the development, maintenance, coordination, and regulatory compliance of Metropolitan's emergency management and response planning portfolio. The role serves as the primary planning liaison across internal departments, regulatory agencies, and external stakeholders to ensure all emergency response–related plans are current, coordinated, compliant with state and federal requirements, and operationally aligned. This position drives preparedness, mitigation, and response readiness for Metropolitan facilities and infrastructure.

What You'll Do:

  • Maintain and update Metropolitan's Dam Emergency Action Plans (EAPs), to align with California Office of Emergency Services (Cal OES).
  • Coordinate the distribution of updated Dam EAPs to all required internal and external stakeholders.
  • Facilitate and implement emergency preparedness exercises, including Dam EAP call-down drills, tabletop exercises every three years and functional exercises once every five (5) years.
  • Execute regulatory submittals, ensuring all required EAP updates and documentation to Cal OES within mandated timelines.
  • Serve as a central planning liaison for Metropolitan's emergency response portfolio including the Emergency Response Plan, safety/regulatory/training section safety plans, Fire Management Plans, Local Hazard Mitigation Plans, Business Continuity Plans, and related operational documents.
  • Provide technical administration and subject matter expertise on Metropolitan's Everbridge mass notification and response management platform, serving as the primary operational interface with the vendor.

Schedule: 44/36 Start times are no earlier than 6 am and end times are no later than 6 pm.

Hybrid: Metropolitan's current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.

Employment Standards Minimum Qualifications

Education and Experience:

Bachelor's degree from an accredited college or university in a related field and six years of relevant experience; or Master's degree from an accredited college or university in a related field and four years of relevant experience; or two years in a MWD Analyst classification.

Related Field: Emergency Management, Public Administration, Planning, or a related field.

Relevant/Related Experience is defined as progressive professional experience in a water utility or public sector emergency management role, including coordinating planning efforts across multidisciplinary teams and external stakeholders for executing emergency drills.

Certifications, Licenses, and Registration Requirements

License(s): Valid California Class C Driver's License or equivalent (required at time of application) that allows you to drive during your employment.
