- Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
- Responsible for the Setup and Configuration of TAM/CG or Performance Management, including, but not limited to:
- Talent Acquisition Management/Candidate Gateway (TAM/CG), and Onboarding
- Configure and maintain TAM and CG, and Onboarding Activity Guide functionality, including recruiting statuses, templates, onboarding tasks, onboarding steps, screening levels, resume extraction processes, and candidate application workflows.
- Manage internal and external job posting configuration, ensuring compliance with statewide policies.
- Configure Onboarding and Activity Guides, including steps, dependencies, assignments, and completion rules.
- Support job opening lifecycle management, including creation, editing, approval routing, cloning, and attachment management.
- Ensure consistent and accurate configuration of applicant screening, interview scheduling, offer processing, and downstream onboarding tasks.
- Maintain onboarding content such as forms, acknowledgements, checklists, and required new-hire documentation.
- Enterprise Performance Management (ePM)
- Configure and maintain Performance Management templates, documents, evaluation steps and tasks, and document types.
- Support annual ePM cycle setup, including goal-setting stages, evaluation stages, approval routing, and workflow timelines.
- Maintain rating scales, competency models, and document generation settings.
- Ensure accurate configuration of evaluation workflows, routing, notifications, and approvals.
- Provide functional support for ePM-related documents, including creation, editing, routing, and completion tracking.
- Responsible for Security and Access Control within TAM/CG or Performance Management, including, but not limited to:
- Talent Acquisition Management/Candidate Gateway (TAM/CG), and OnBoarding
- Administer and maintain TAM, CG, and OnBoarding security roles, permission lists, and row-level security.
- Ensure appropriate access for new hires, managers, HR administrators and onboarding participants.
- Ensure compliance with State policies and security standards related to sensitive HR, new hire and applicant data.
- Assist with periodic security audits and access reviews.
- Enterprise Performance Management (ePM)
- Maintain security roles related to PM cycle management, evaluation documents, and workflow participation
- Ensure proper access to evaluation documents based on role, hierarchy, and agency structure
- Support annual reviews of PM-related security and routing logic.
- Responsible for Candidate Gateway or Performance Management End-User Support, including, but not limited to:
- Talent Acquisition Management/Candidate Gateway (TAM/CG)
- Configure and maintain the Candidate Gateway user experience, including self-service features, job search capabilities, communication templates, and navigation paths.
- Support enhancements related to branding, accessibility, usability, and mobile responsiveness.
- Resolve issues encountered by job applicants and HR staff related to the applicant portal.
- Enterprise Performance Management (ePM)
- Support end-users (managers, HR staff) with ePM document issues, routing problems, and evaluation processing.
- Troubleshoot ePM-related workflow routing, approval steps, missing documents, and configuration discrepancies.
- Assist agencies with launch, monitoring, and closure of annual ePM evaluation cycles.
- Responsible for Reporting and Analytics for TAM/CG, OnBoarding, and Performance Management, including, but not limited to:
- Talent Acquisition Management/Candidate Gateway (TAM/CG), and OnBoarding
- Maintain reporting tools and dashboards related to recruiting metrics, applicant pipeline status, onboarding task completion, overdue onboarding tasks, job posting activity, and time-to-hire analysis.
- Develop or enhance functional reports needed by HR leadership, recruiting staff, and operational users.
- Enterprise Performance Management (ePM)
- Create and maintain PM reports, including evaluation completion rates, overdue documents, workflow bottlenecks, rating distributions, and compliance reporting.
- Provide analytics for ePM trends, competency usage, workforce performance insights, and cycle outcomes.
- Cross-functional Integration and Ongoing Support
- Support integrations between TAM/CG, OnBoarding, Performance Management, and other modules, including HR Core, Position Management, Workforce Administration, and potentially external job boards or background check vendors.
- Troubleshoot end-to-end recruiting issues that cross module or system boundaries.
- Coordinate with technical teams on batch processes, interfaces, and data flow requirements.
- Strong problem-solving and troubleshooting
- Ability to interpret the State of Texas HR policies into system configuration and code modifications
- Requirements gathering for applicable break/fix or system enhancements
- Documentation and testing (UAT, regression testing)
- Incident management in systems like ServiceNow and BOSSDesk, with the ability to keep multiple systems synchronized with timely updates
- Communication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendor.
- Providing structured cross-training to support junior analyst capability growth.
- Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
- Responsible for technical skillsets for applicable tools, including, but not limited to:
- Understanding Application Designer (records, fields, pages, components)
- Integration Broker (Web Services, REST/SOAP Integrations)
- SQR and BI Publisher report customization
- SQL Proficiency
- Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements
- Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information.
- Responsible for tools and environment knowledge, including, but not limited to:
- PUM (PeopleSoft Update Manager) and Change Assistant
- Fluid UI changes and page navigation
- Lifecycle management and selective adoption
- Elasticsearch/Search Framework
- Data migration and compare reports
- Responsible for project-level coordination and participation, including, but not limited to:
- Expansions that include additional module implementations or enhancements for agencies
- Cyclic processes such as fiscal year-end, calendar year-end, 1095-C creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
- Performs all duties following CPA's processes, policies, and procedures within project scope and on schedule in accordance with milestones, deliverables, and due dates.
- Responsible for providing functional support for the CAPPS HR/PY applications, and shall be a point of contact for CAPPS agencies as applicable.
- Responsible for the CAPPS HR/PY functional design phase, which includes creating and/or reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other functional activities assigned. Functional configurations include, but are not limited to, PeopleSoft delivered features (e.g., Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and others).
- Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
- Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
- Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks. Established processes and procedures must be followed.
- Responsible for overseeing and acting as the first line of support to ensure that only accurate data is produced, security, including multi-tenancy, is enforced, that the system performs efficiently, and that all applicable policies are enforced.
- Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
- Actively participates in CPA's Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
- Participates in Disaster Recovery and Upgrade Testing activities.
- Makes presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
- Participates as directed in an annual SOC-1 attestation audit designed to ensure that controls are effectively designed and operated to ensure the accuracy and security of all information contained/processed via CAPPS. Any enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy as solutions are suggested, approved, and implemented.

- 10+ years of experience preparing and delivering executive-level presentations to leadership and stakeholders.
- 10+ years of experience gathering, analyzing, and presenting data to support audits, compliance reviews, and open records requests.
- 10+ years of experience interpreting contractual language, integrating contractual requirements into operational processes, and ensuring vendor accountability.
- 8+ years of experience supporting PeopleSoft Talent Management modules, including Talent Acquisition Manager/Candidate Gateway (TAM/CG), OnBoarding, and Performance Management.
- 8+ years of experience creating and distributing WCAG 2.1-compliant documentation and accessibility materials.
- 8+ years of experience performing system configuration, enhancement, and maintenance for Taleo, TAM/CG, and Performance Management applications.
- 8+ years of experience developing and managing strategic roadmaps through planning, functional expertise, and cross-functional stakeholder collaboration.
- 8+ years of experience administering and managing Approval Workflow Engine (AWE) for PeopleSoft Recruiting and Performance Management solutions.
- 8+ years of experience utilizing PeopleSoft technical tools, including App Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects.
- 8+ years of experience supporting and overseeing Recruiting and Performance Management batch processing, including Run My Jobs (RMJ).
- 8+ years of experience working with PeopleSoft support tools such as PUM, Fluid, and Elastic Search.
- 8+ years of experience implementing security best practices, NIST standards, and multi-tenancy solutions within enterprise ERP environments.
- 8+ years of experience developing test scripts and conducting User Acceptance Testing (UAT), regression testing, and validation for PeopleSoft HCM enhancements, patches, and PUM updates.
- 8+ years of experience supporting cross-module integrations in large ERP environments, troubleshooting data flow issues, and coordinating with technical teams to resolve integration failures across HR, Recruiting, and Performance Management modules.
- 3+ years of experience applying ITIL principles and best practices in IT Service Management (ITSM) and IT Asset Management (ITAM).
- 6+ years of experience applying State of Texas policies and regulatory requirements.
- 6+ years of experience administering OnBoarding security, workflow routing, role assignments, and resolving onboarding process issues.
- 6+ years of experience performing functional project management activities supporting CPA CAPPS initiatives.
- 6+ years of experience working directly for or supporting large Texas state government agency networks (30+ agencies).
- 6+ years of experience providing Tier 2 Service Desk support in managed services environments with Tier 3 vendor coordination.
