Duties

Help

- Oversee planning, guidance, and coordination of support services, including procurement of infrastructure, equipment, furniture, services, space management, facilities operations, and the Government Charge Card program.

- Provide full supervisory leadership for assigned employees, including setting priorities, assigning work, evaluating performance, counseling staff, administering leave, handling disciplinary actions, promoting team building, and ensuring timely, high-quality work.

- Manage leasing, space and facilities functions for BSEE National Capital (Washington DC and Virginia), Pacific and Alaska Regions, and coordinate/collaborate with the Gulf of America Region (GOAR) Facility Services Branch to assist in providing these functions for the GOAR Office and Gulf of America District offices. These functions include space utilization, planning, design, alterations, logistics, leasing coordination, building operations, emergency response, and development of policies, operating procedures, and program analyses.

- Coordinate and oversee construction, alterations, and repairs; develop or review design specifications (including AutoCAD work); evaluate plans and cost estimates; liaise with General Services Agency and contractors; and ensure projects meet schedules and agency needs. Ensure compliant acquisition and control of federal property, oversee physical inventories, identify safety hazards, provide safety instruction, review and report incidents, enforce Occupational Safety and Health Administration (OSHA) standards, and support Emergency Management and security responsibilities as assigned.

- Oversee building services contracts, supervise Unit contracting officer's technical representatives (CORs), monitor contractor performance, conduct inspections, recommend contract modifications, analyze operations, support budget planning, and ensure buildings are properly operated and maintained.

- Analyze and evaluate space requests, considering organizational structure, staffing, mission, program changes, locations, special requirements, and uses. Adheres to industry-wide project management principles as defined in the Project Management Body of Knowledge (PMBOK). While the Project Management Professional (PMP) certification is not a requirement for this position, it is encouraged as the knowledge aids in the performance of the duties.

This is a supervisory position that may require completion of a supervisory probationary period.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest.

All qualifications must be met by the closing date of this announcement - 09/09/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . Minimum Qualification Requirements: To qualify for this position, you must meet the following Specialized Experience for the series to which you are applying.

To qualify for the GS-14 level, applicants must possess at least one full year of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.

One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

• Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge for developing and supporting budget planning, preparing procurement packages and ensuring the proper funding is allocated to facilitate the work of the organization.
• Office management experience that included responsibility for directing a variety of support services such as move management, warehousing operations, oversight of vendors or trades, purchase of supplies and equipment, etc.
• Business Process work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient and appropriate operation of an organization.
