The position blends day-to-day operational leadership with strategic policy development and serves as a trusted business partner to agency leadership.Key responsibilities include:Leading competitive solicitation and contract award processesManaging RFPs, bids, negotiations, and contract executionEnsuring compliance with HUD regulations and California Public Contract CodeConducting outreach to small, local, women- and minority-owned businessesSupervising procurement support staffDeveloping and improving procurement policies and proceduresWhy HACA?
