Salary Engineering Program Administrator, EM‑08: $10,578.00‑$16,933.00 per month. Salary may be placed on the initial step or higher with special circumstances. Employees placed per Department regulations. Responsibilities Plan, organize, direct, and coordinate statewide engineering programs in a major division. Organize program phases, establish policies and objectives, and determine priorities. Participate in conferences with top‑echelon officials to discuss technical proposals and legislative reviews; represent the agency in conferences; conduct staff meetings; develop and defend budgetary requirements; evaluate new plans; provide policy advice; prepare correspondence and reports. Basic Education/Experience Requirement Graduation from a school of engineering at an accredited college or university. Graduation with a degree in physics, mathematics, or chemistry, with at least 15 credits in engineering sciences. Administrative, professional, or technical experience equivalent to a Bachelor's degree in engineering. Combination of college training and experience equivalent to a Bachelor's degree in engineering. Experience Requirements (Total 7 Years) Engineering Experience: 4 years of progressively responsible professional engineering. Supervisory or Staff Advisory Experience: 2 years. Administrative Experience: 1 year. Engineering Experience Design and development of machines, equipment, infrastructure, or systems. Original research in engineering branches. Administration of engineering programs and projects. Interpretation of operational requirements and the creation of procedures. Evaluation, investigation, or survey of engineering projects. Production, construction, regulation, and testing involving engineering considerations. Supervisory Experience Training subordinates, assigning workloads, evaluating performance, and maintaining high standards of work. Staff Advisory Experience Technical expert in a specialized area providing consultative and review services. Administrative Experience Planning, budgeting, staffing, policy formulation, and program direction. Substitutions Allowed Master’s degree in Engineering may substitute for one year of engineering experience. Excess supervisory, staff advisory, or administrative experience may substitute for engineering experience on a year‑for‑year basis. Excess administrative experience may substitute for supervisory or staff advisory experience on a year‑for‑year basis. Licenses Required Valid Hawaii State Professional Engineer (PE) license. Valid Hawaii State driver’s license. Quality of Experience Applicants must have either one year of experience comparable to the level below or two years comparable to two levels below. Requirements Applicants must satisfy all specified education and experience requirements at the time of application. Experience calculation is based on full‑time, 40‑hour workweeks. Temporary Assignment A copy of the applicant’s TA History Report or equivalent. A signed letter from the supervisor with TA details. Copies of signed SF‑10 forms. Documents Attach all relevant supporting documents. Documents submitted before November16,2023 do not automatically transfer to later applications.
