Planner I

City of Cedar Park

Position Under the direction of the Assistant Director of Development Services, this position performs advanced professional planning work related to long‑range planning efforts and current development. The role involves examining applications for compliance with established plans and ordinances, soliciting input from appropriate staff, scheduling hearings and actions, monitoring development applications through the approval process, enforcing compliance with regulations, preparing reports and related data, and drafting resolutions, ordinances, and other required documents. Duties Review concept plans, preliminary plans and final plats, zoning applications, annexation requests, site development and building permit applications, and associated documents to ensure completeness and compliance with city ordinances and the Comprehensive Plan. Track projects to completion, formulate findings and recommendations for zoning and development requests, understand trends at local, state, and national levels, and identify new methods for administering planning & zoning programs. Prepare and provide resources and information to local businesses, professionals, the public, state and federal agencies, other staff members, and city departments regarding zoning, subdivision, site development, annexation, and other planning department activities. Coordinate and support meetings with members of the development community to respond to questions relevant to specific planning areas or planning in general. Respond to citizen inquiries and complaints related to planning functions; assist the public with development and planning questions. Prepare reports and information packets for Planning and Zoning Commission meetings and routinely present to the Commission. Provide technical assistance to the Planning Manager and other staff members as needed. Review planning reports prepared by other departments or agencies. Prepare proposals and drafts for new planning ordinances and revisions to current ordinances. Coordinate development reviews with other city departments. Perform routine and advanced planning analyses as requested. Update and maintain the development database. Coordinate the recordation of plats and associated material. Maintain and update applications, checklists, standard comment lists, and routine reports. Other Important Duties Perform additional related duties as assigned. Acceptable Experience, Training, Certifications and Licenses Bachelor’s degree in Urban Planning, Architecture, Geography, or a related field, plus one (1) year of municipal planning experience, or an equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Supplemental Information Knowledge of city development processes and ordinances; subdivision and site plan design principles; relevant local, state, and federal laws regarding planning; the Cedar Park Comprehensive Plan, Transportation Criteria Manual, and general planning principles. Skill/ability to comprehend and interpret technical manuals and ordinances; establish and maintain effective working relationships with co‑workers, city officials, outside consultants, and the general public; assimilate information of varying types from a wide range of sources; demonstrate proficiency in oral and written communication and technical writing; create and interpret maps; maintain a large database of information; use standard computer applications and planning and zoning software, including GIS; make long‑range plans accounting for large volumes of detailed information; work in a fast‑paced environment; be detail oriented; complete projects on time with minimal edits; demonstrate exceptional customer service; handle multiple tasks and prioritize amid interruptions and changes in priorities; work independently while exercising high levels of good judgment, tact, and diplomacy.
