This position will serve as the Rural Hospital Finance Advisor I (Program Specialist VI - B23 level) and is part of an innovative team to help preserve rural hospitals’ continued participation in the delivery of health care services to Texans. Our team’s goal is to ensure accurate information and excellent customer service is provided, as well as meaningful partnerships result from the collaborative work between rural hospital stakeholders and HHSC. Work involves coordinating the planning and initiation of communication and outreach projects at various levels of completion; monitoring the progress and schedule of projects involving rural stakeholders; and communicating with project staff, management, and other relevant parties. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Work includes compiling and distributing project status updates. Work includes communicating complex information to internal and external stakeholders via written or verbal communication methods with the goal of answering inquiries, addressing issues, or resolving problems or concerns and providing consultation and stakeholder assistance to rural hospital stakeholders. Work also requires the ability to learn the financial programs available to rural hospitals as they provide services. This position is eligible to telework and is currently required to be in office two days a week in Austin at the North Austin Complex (NAC) but may change as business needs demand. Essential Job Functions (EJF) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. EJF1. Performs activities and duties to effectively support accurate and timely communication between RHF and rural hospital stakeholders. Proposes innovative and effective ideas for improving communication between the agency and rural stakeholders. Identifies events and methods to best communicate complex information and suggests trainings to improve staff knowledge and communication methods to engage rural stakeholders. Regularly reviews RHF outreach methods and identifies opportunities to improve the provision of stakeholder assistance provided by RHF staff. Conducts marketing outreach to rural community/stakeholder and professional groups to promote interest in agency activities for rural hospitals. May participate in usability testing for online content to ensure ease of use of surveys, applications, and data collection systems used by stakeholders and serve as a grant evaluator. (30%) EJF 2. Serves as a resource/navigator about HHSC programs, initiatives, or projects to ensure concerns/problems identified by rural hospitals are addressed. Assists with the planning and prioritizing of stakeholder assistance inquiries. Serves as a subject matter expert about the impact of HHSC programs, initiatives, or projects that affect rural hospitals to address and or limit project risks or negative impacts that may result. Provides dedicated customer service support for rural hospitals, including leading awareness campaigns for existing program opportunities and/or programmatic changes. Conducts research to address stakeholder inquiries, legislative requests, program and policy inquiries, and other topics as assigned. (30%) EJF 3. Contributes to the preparation of written documents including, but not limited to high-quality written reports, web site content, presentations, informational releases, talking points, advisories, newsletters, fact sheets, social media content, and memorandums for senior and executive management that contain accurate information and that are grammatically correct. Contributes and assists with developing briefing documents to provide data and obtain authorization for leadership’s decision making. (20%) EJF 4. Plans efficient and effective meetings related to activities, such as virtual/in-person meetings and webinars geared towards providing stakeholder assistance. Assisting with organizing and managing meetings and initiatives. Positively represents department, agency, and State in conferences and meetings, including public presentations. Collects and analyzes historical meeting information to maintain a basis for future meeting and related-project planning and forecasting. Knowledge, Skills, and Abilities Required State and federal laws, rules, and regulations relating to the health and human services agencies. Rural hospital operations Ability to communicate effectively, both orally and in writing; manage multiple assignments and deadlines; perform under pressure; analyze and assess risk; and receive and respond positively to constructive feedback. Excellent communication skills required. Ability to write clearly and concisely with proper grammar, spelling, and punctuation. Ability to concentrate, conduct research, and read complex documents. Ability to exercise good judgment in evaluating situations and making decisions. Skill in use of computers and software programs, including Microsoft Office Suite and database systems. Skill in excellent customer service. Initial Selection Criteria Graduation from an accredited four-year college or university in with a degree in Agriculture/Life Sciences-related, Business Administration, Finance, Public Administration, Public Policy/Affairs, Public Health, Health Care Administration, or related subject. (Copies of transcripts required) Preferred Criteria Graduate degree from an accredited college or university in Public Administration, Public Policy/Affairs, Public Health, Business Administration, Economics, Health Care Administration, or related subject. Experience with rural hospital operations and its challenges.
