Director, Capital Planning

Job Description The Director of Capital Planning is responsible for directing the capital planning and construction program for the NewYork State Department of Health’s owned and operated health‑care facilities, which encompass over one million square feet of buildings on more than 400 acres spread across five campuses. The Director advises Health Facilities Management (HFM) and facility administrators/chief executive officers on building design, construction, physical plant maintenance, and code conformance, and oversees program management for existing and new buildings, renovations, and projects that must meet multiple local, state, and federal health‑construction codes. Responsibilities Lead the capital planning and construction program for the department’s facilities; recommend solutions to HFM and administrators; manage the physical plant and code aspects for all existing and new buildings and renovations; administer the $10 million annual construction budget; and ensure projects meet all applicable codes. Minimum Qualifications A bachelor’s degree in a related field and seven years of experience in program direction and management, OR an associate’s degree and nine years of such experience, OR eleven years of experience. Experience must include policy formulation, program planning, design, implementation, evaluation, and/or resource allocation, plus at least five years supervising staff and managing programs. A master’s degree may substitute for one year of experience. Preferred Qualifications NewYork State license and current registration as a professional engineer or professional architect; expertise in code‑compliant construction; experience as a construction director or professional engineer on hospital or nursing‑home projects; experience as a health‑care surveyor, building inspector, or health‑care planner in a state‑wide regulatory or planning agency; and at least ten years as a client representative or facilities‑management director in a hospital, nursing‑home, or corporation operating such facilities. Conditions of Employment Grant‑funded position requiring compliance with funding requirements such as time‑and‑effort reporting and contract deliverables. Valid, unrestricted U.S. work authorization required—visa sponsorship not available. Travel 25‑50% of the time, including overnight stays, may be required; a valid driver’s license is required for travel to sites not served by public transportation. The role may demand occasional work on weekends, after‑hours, and holidays. The selected candidate must reside within reasonable commuting distance of the specified work location and be willing to relocate to one of the following states: NewYork, NewJersey, Connecticut, Vermont, or Massachusetts, prior to hire. A hybrid work schedule—combining onsite and remote work—is available. Locations include Albany, NY; Rockland County, NY; Jamaica, NY; Montrose, NY; Oxford, NY; and Batavia, NY.
