Main Purpose of Job

In order for RICA-Baltimore to maintain a family-driven, youth guided program, this position is responsible for providing management and direction in all areas of fiscal/accounting and procurement services for the facility.

POSITION DUTIES

BUDGET RELATED/FINANCIAL REPORTING

Responsible for the preparation and processing of the facility's Annual Operating Budget Requests in accordance with the Department of Budget & Management and MDH's Budget Management Office. This includes the completion of all budget worksheets/cost distribution files on Excel-formatted files. This position presents the Operating Budget Request to the facility's Chief Executive Officer (CEO) and Chief Operating Officer (COO) for their review and approval. Maintain detailed records/files of all information pertaining to the budge request.

This position is responsible for the preparation and processing of the Annual Medicare Cost Report for the facility. This report addresses the complete distribution of “costs” for each area/department within the facility. This process yields an estimated annual reimbursement of $2.8 million.

This position is responsible for the preparation and processing of the Quarterly Budget Projections & Expenditure Management Plan (EMP). This requires analysis and review of all expenditures and revenues and projection of future expenditures and revenues based on historical data, current rates and anticipation of changes within the facility's operations.

This position is responsible for the supervision and management of all financial aspects of the facility. This includes development, implementation of facility policies/procedures related to fiscal services in order to assure compliance with all applicable regulations mandated by COMAR, Division of General Accounting, Legislative Audits and the Department of Budget & Management.

ADMINISTRATIVE/SUPERVISORY FUNCTIONS

As the Chief of Fiscal Services (CFO), this position provides supervision, guidance and administrative support to the following facility functions: Payroll, Accounts Payable, Accounts Receivable, Purchasing/Procurement, Client and Welfare Funds. Additionally, this position is responsible for reviewing and auditing the facility's two Working Fund Accounts.

The CFO serves as central contact during surveys conducted by Internal and Legislative Auditors, answering questions regarding in-house practices/procedures, providing documentation and data when requested. This position is responsible for addressing/responding to Audit Findings and implementing any corrective actions necessary as a result of these findings.

This position is responsible for the development, review, revision and implementation of the facility's in-house policies/procedures regarding each aspect of fiscal services. Policies are developed to assure the timely and accurate flow of the facility's fiscal/financial operations while adhering to regulations and standards set forth by COMAR and the Division of General Accounting.

The CFO serves as the Agency Fiscal Offer for the facility's Corporate Purchasing Card Program. Responsibilities include implementation and maintaining a process to ensure all card transactions are in compliance with State regulations mandated by COMAR. This position secures all related documentation for CPCP activities and makes them accessible to appropriate governing bodies upon request.

Participation in the facility's Operations Meetings which occur on a monthly basis. This position is responsible for presenting any fiscal/procurement related issues to other department heads.

As the facility's CFO, this position serves as liaison between the fiscal/procurement departments and other departments within the facility.

MINIMUM QUALIFICATIONS

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Four years of administrative staff or professional work.

Notes :

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Fiscal/budget experience. 2. Financial Management Information System (FMIS) experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
