The Kentucky Education and Labor Cabinet advances education, workforcedevelopment, and economic opportunity across the Commonwealth. The Cabinetprovides education and training programs, employment and reemployment services, unemployment insurance, anddisability determination services to help Kentuckians gain skills, find work, and maintain economic stability.It partners with education providers, workforce boards, and employers to align training with labor marketneeds and oversees labor programs that promote fair and safe workplaces.

The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieveeconomic self-sufficiency and independence, and to contribute back to society. We also help businesses andemployers recruit, retain, and accommodate employees with disabilities.

We are seeking an Administrative Specialist Senior to provide high-level professional administrative supportto internal staff and leadership related to an agency's business operations. Perform duties in the oversightof intricate processes such as activities involving mandated regulations or procedures, comprehensiveresearch, or collaboration with internal and external stakeholders; and perform other duties as required.

Responsibilities include but are not limited to the following:

• Responsible for responding to inquiries and maintaining extensive data regarding complex vocationalrehabilitation training services and programs. Provides support to the agency Training Branch in the trackingand monitoring of documentation and training data required by federal and state entities to ensure agencycompliance with state and federal laws and regulations.
• Uses multiple learning management systems for tracking of training and development projects. Providesextensive reports for federal, state and agency training mandates. Assists with development and disseminationof training needs for the agency to promote continuous improvement efforts and outreach.
• Maintains multiple databases, spreadsheets and other software applications to compile complex programmaticinformation related to the Certification for Rehabilitation Counselors and the Federal Comprehensive System ofPersonnel Development state plan reports, and the tracking of other trainings within the agency.
• Utilizes technology, social media, web development, and other platforms to provide support to the agency andpromotion of agency events. Maintains agency website to ensure information is updated to the public.
• Provides support for in-person, virtual and hybrid meetings related to training projects. Serves as point ofcontact for complex program questions. Works with professional certifying bodies to secure continuingeducation credits for agency approved certifications.
• Performs other duties as required.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional, administrative, or business experience.

Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
