IT Business Analyst Senior Specialist (Supervisor) Full Time | Permanent Salary Range: $92,760 - $124,752 Annually This recruitment will be used to fill two positions, one generalist and one specific to Dynamics 365. This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Occasional in‑office attendance and travel is required. This position is open to current DOC employees only. We are looking to fill two IT Business Analyst Senior Specialist (Supervisor) roles that will independently analyze and document user business requirements in support of agency and inter‑agency large‑scale, mission‑critical IT projects and enterprise applications. Responsibilities: Responsibilities Supporting existing IT systems tasks: Collaborate with teams in both IT and business to ensure delivered changes meet identified need. Identify gaps between functional specifications and technology capabilities and develop solutions to resolve these gaps. Work with business and technical teams to accurately identify the impact of complex changes and any downstream outcomes. Ensure user stories and acceptance criteria fulfill business needs and provide sufficient detail for developers and testers through refinement before sprint planning. Participate in sprint activities such as user story SME, providing clarification and support. Establish and oversee the maintenance of application support documentation including functional, technical, and business requirements, business process workflows, and training materials. Utilize technical resources such as SqlDbx and data dictionaries in defining technical requirements. Serve as a subject matter expert (SME) and trusted advisor for the Quality Assurance team with regards to quality assurance and testing for assigned IT projects. Validate that requirements are sufficiently covered by test cases. Organize user participation locally or across the state, whether in person or remotely, ensuring the right people are involved. Develop a UAT Strategy document for sign‑off by supervisor or project steering committee before UAT. Oversee the UAT operation and execution while tracking bugs and results. Complete the final UAT report. Identify participants, discovered defects and potential enhancements along with a ‘go/no‑go’ recommendation for deployment to production. New solution analysis, estimation, and planning. Supervise Business Analysts, including performance management and development. Complete Legislative Bill Analyses. Other duties as assigned. Required Qualifications A Bachelor’s degree in computer science or a related field from an accredited institution AND a minimum of five (5) years of broad, progressive professional IT experience, gained over the last eight (8) years, in business analysis, eliciting and managing technical and functional requirements, analyzing systems and data, providing customer or technical support for enterprise applications, design documentation, user acceptance testing, project management, or technical documentation. OR an associate degree in computer science or a related field AND two (2) years of experience in any area of information technology AND a minimum of five (5) years of the above experience. OR a high school diploma or equivalent AND four (4) years of experience in any area of information technology AND a minimum of five (5) of the above experience. Demonstrated experience in agile development methodology. Preferred Qualifications Knowledge and experience using Azure DevOps (ADO), Easy Vista, Visio, SnagIt, SharePoint, Adobe Acrobat Pro, and Microsoft Office Suite. Experience applying the Business Analysis Body of Knowledge (BABOK) and/or Project Management Body of Knowledge (PMBOK) techniques. Knowledge and experience with software development life cycle (SDLC) and system implementation process, including requirements gathering. Business Analysis and/or Project Management training and/or certification. Possess one of the following certifications and be current: PMP or PMBOK, CBAP, BABOK, Agile and/or Scrum Alliance training and/or certification(s). Telework Details This position may be allocated for telework. If authorized for the role, work may be performed from your home or another off‑site location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care of all state‑issued equipment, and maintain confidentiality of all information in possession while working off‑site. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.
