Senior Business Systems Analyst

Job Summary:

The Senior Business Systems Analyst at INDOT plays a pivotal role in driving digital transformation by translating complex business and technical challenges into clear, actionable solutions. This role requires strong interpersonal skills, stakeholder management, and the ability to bridge business needs with technical feasibility to deliver effective technology and data-driven outcomes. Responsibilities:

• Develop and maintain trust-based relationships with stakeholders across INDOT to ensure alignment and collaboration.
• Serve as a business relationship manager for specialized functional areas, providing strategic guidance and leading organizational change.
• Partner with IT and data teams to develop detailed requirements enabling effective technology and data solutions.
• Manage expectations and facilitate communication among stakeholders, vendors, leadership, and technical teams throughout project lifecycles.
• Lead discovery sessions, workshops, and discussions to understand business processes, pain points, and outcomes.
• Translate complex and ambiguous business needs into clear requirements and user stories.
• Identify root causes of system and process issues and mediate conflicting priorities to drive consensus-based solutions.
• Collaborate on planning and advancing interoperability across INDOT systems and data.
• Support digital transformation strategic planning and change management to ensure successful adoption.
• Follow and promote established governance practices within the organization.

Required Skills & Certifications:

• Minimum 5 years of experience as a business analyst, consultant, or similar role in technology or government.
• Proven business analysis and problem-solving experience in consultative or project settings.
• Experience managing business relationships with multiple stakeholders.
• Strong technical, written, and oral communication skills tailored to diverse audiences.
• Proficient in creating and documenting business requirements and user stories.
• Skilled in Microsoft Office Suite (Word, PowerPoint, Excel).

Preferred Skills & Certifications:

• Understanding of Software Development Life Cycle (SDLC).
• Experience with Azure DevOps.
• Experience working with Salesforce platform, including requirements elicitation and documentation.
• Experience collaborating with technical and business stakeholders in Salesforce environments.
• Salesforce Certified Business Analyst Certification.

Special Considerations:

• Only candidates located in Central Indiana will be considered.
• Absences longer than two weeks require prior approval and must provide contact information.
• Selected candidate must comply with client's onsite work requirements, with remote work permitted upon request.
• Candidate must accept specified pay rate and provider markup.
• Long-term engagement with indefinite extension expected.
• Candidate must be available for two rounds of interviews: initial via Teams and final in person.

Scheduling:

• Work schedule is 37.5 hours per week.
• Work location primarily onsite with potential for remote work upon approval.
