Job Title

Duties for the FG-0343-12 - This is a developmental position to the FG-0343-13. The incumbent tracks and analyzes training information to ensure compliance with workforce development policies and procedures. Applies experience with national training program to support workforce development initiatives including course development, record retention, metrics, and competency mapping. Individual is responsible for the coordination, update, and tracking of course training item worksheets when modifications need to be made in the learning management system. The incumbent assists the project managers in the establishment and validation of course descriptions, prerequisites, and equivalents.

Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Works with peers across the Division and throughout Flight Standards. Develops procedures, systems, and methods on a variety of management functions and activities for national training programs. The incumbent is expected to share information and business processes across LOBs to help develop and recommend solutions. The incumbent determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.

The incumbent will support the functional and technical training requirements for other Flight Standards services to resolve training issues. This includes collecting information from customers (employees, other workforce development professionals, managers, policy divisions) and selecting the most appropriate approach or recommending new approaches. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance.

Duties for the FG-0343-13 - Incumbent gathers and analyzes training information to support workforce development initiatives including leadership development, resident training courses at the FAA Academy, new-hire aviation safety inspectors (ASI) curricula, course management, on-the-job training (OJT), flight currency, content development, training evaluations and quality assessment criteria. Individuals are responsible for the coordination of the ASI new-hire annual training plan as new courses are added, and other courses are deleted from their string and new hire job functions training. The incumbent establishes and validates course descriptions, prerequisites, and equivalents. The individual works with the primary interfaces throughout Flight Standards.

Incumbent assists the Flight Standards representative on the FAA-wide workforce development workgroups and works independently to identify issues and propose FAA-wide resolutions. The incumbent interprets and shares information, decisions, and business processes across the LOB. The incumbent acts as a consultant about how training requirements can be met through training systems and processes. The incumbent supports leadership for highly complex and challenging activities under the minimal direction of a manager or more experienced professional. Analyzes critical training programs by developing baseline performance measurements and comparing performance with the baseline.

Incumbent works with and resolves issues in the functional and technical training requirements throughout Flight Standards offices. This includes collecting information from customers (employees, other workforce development professionals, managers, policy divisions), assessing the availability of options and solutions and recommends approaches to address current and anticipated problems and issues.
